Disbursement turnover of policy credit capital reached nearly 805 billion VND

BDK.VN - Closely following the Resolution of the Provincial Party Committee, People's Council and the plan of the Provincial People's Committee on socio-economic development in 2025, the Provincial Social Policy Bank (CSXH) Branch always proactively advises the Party Committee, authorities and coordinates with all levels, sectors and localities to focus on mobilizing resources to implement CSXH credit, contributing to the successful implementation of the goals set by the province, joining hands with the province to achieve the target of GRDP growth of 8% or more.

Total loan capital reached VND4,786.2 billion, an increase of VND308.6 billion compared to the beginning of the year, an increase of 6.89%. Notably, in the first 4 months of the year, the People's Committees at the provincial and district levels entrusted VND81.5 billion to the Vietnam Bank for Social Policies, raising the total local entrusted capital to VND379.9 billion, accounting for 7.94% of the total loan capital.

The provincial branch of the Bank for Social Policies coordinated with the entrusted associations and organizations to sign a plan to implement the campaign "Day of saving money to join hands for the poor" and widely deployed it in the branches of the Bank for Social Policies and the entrusted associations and organizations from the province to the grassroots level; as a result, the mobilized capital reached 644.2 billion VND, an increase of 10.4 billion VND compared to the beginning of the year.

Coordinate with the government and organizations to closely follow the plan for sustainable poverty reduction and new rural construction to provide loans to promptly meet the borrowing needs of poor households and other policy beneficiaries in localities. Total lending turnover in the first 4 months of the year reached 804.6 billion VND for 17,486 poor households and policy beneficiaries. Focus mainly on lending to households to build clean water works and environmental sanitation works reaching 329.4 billion VND; lending to support job creation, maintaining and expanding jobs reaching 258.1 billion VND; lending to poor households, near-poor households and households that have just escaped poverty reaching 101 billion VND; lending to meet the learning needs of students reaching 62 billion VND; lending to production and business households in difficult areas reaching 36 billion VND; Lending 15.3 billion VND to workers going to work abroad for a limited period, lending 1.5 billion VND to people who have completed their prison sentences, and lending 0.7 billion VND to traders doing business in difficult areas.

Social credit capital has reached 430 poor households, 598 near-poor households, 860 newly escaped poverty households, 407 student households, 5,365 local workers, 180 workers working abroad for a limited period, 9,006 households borrowing to build and repair clean water and sanitation facilities in rural areas, 611 households producing and doing business in difficult areas, 7 traders doing business in difficult areas and 22 people who have completed their prison sentences.

The management of outstanding debt, collection of due debt, and overdue debt has also been given due attention by the Provincial Branch of the Bank for Social Policies and achieved positive results. Debt collection turnover reached 502.4 billion VND; the rate of debt collection on time reached over 98.5%. Total outstanding debt reached 4,775.6 billion VND, an increase of 302.1 billion VND, credit growth rate reached 6.76%. Overdue debt and frozen debt were 12.4 billion VND, accounting for 0.26% of total outstanding debt. Overdue debt was 6.4 billion VND, overdue debt rate was 0.13%.

The provincial branch of the Vietnam Bank for Social Policies focuses on organizing comprehensive inspections, thematic inspections, surprise inspections, and regular monitoring of internal operations to ensure that policy credit is implemented in accordance with the Party's policies, the State's regulations, the banking sector's regulations, and the Vietnam Bank for Social Policies; proactively preventing risks in operations; promptly detecting existing problems and limitations to proactively rectify and overcome them. In early 2025, the Vietnam Bank for Social Policies' Comprehensive Inspection Team inspected the branch and 4 affiliated district transaction offices. The State Audit Team also audited the branch's operations.

More importantly, the Board of Directors of the provincial-level Social Policy Bank conducted inspections at 2 Board of Directors of the district-level Social Policy Bank. The Board of Directors of the district-level Social Policy Bank conducted inspections and supervision at 13 communes, inspected 38 groups and 132 borrowers. The Chairman of the Commune People's Committee inspected 148 hamlets, 274 savings and loan groups and 1,440 borrowers.

To effectively carry out the tasks in the coming time, Vice Chairman of the Provincial People's Committee - Head of the Board of Representatives of the Bank for Social Policies Nguyen Thi Be Muoi requested that the Provincial Branch of the Bank for Social Policies advise on adjusting the inspection and supervision plan of the Provincial Representative Board; members of the Representative Board focus on implementing inspection and supervision to ensure the completion of the plan before the merger; focus on leading policy credit activities to ensure smooth service to the people, without interruption during the implementation of the policy of merging provinces and communes, and abolishing the district level. The Provincial Branch of the Bank for Social Policies promptly implements the policy of the Board of Directors and General Director of the Bank for Social Policies in the new situation so that units can proactively coordinate implementation.

Accompanying the Provincial Social Policy Bank, the entrusted unions at all levels focus on implementing inspection and supervision according to the established plan. From now until the merger of the province and communes, and the abolition of the district level, the Provincial Women's Union focuses on coordinating inspection and supervision of entrusted activities at the grassroots level to promptly encourage and continue to maintain the order of entrusted activities and financial management work in the Union system...".
