Prioritize the development of high-quality human resources for the defense industrial complex.

The Government has just issued Decree No. 99/2025/ND-CP detailing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization; which clearly stipulates the State's policies towards the defense industry complex.

The Decree stipulates that the defense industrial complex has the following functions and tasks:

Research, design, manufacture, produce, repair, convert, improve, modernize, and extend the useful life of weapons and technical equipment; produce technical materials for national defense production; focusing on weapons and technical equipment of strategic significance.

Research and master strategic technology, foundation technology, core technology, and dual-use technology; transfer and receive technology transfer to serve the development of weapons and technical equipment, especially weapons and technical equipment of strategic significance.

Maximally mobilize resources of the State and organizations and enterprises of all economic sectors to participate in the activities of the defense industrial complex, including: Building a mechanism to attract, train, foster and use high-quality human resources at home and abroad to improve the research and production capacity of weapons and technical equipment of the defense industrial complex, prioritizing weapons and technical equipment of strategic significance; effectively use the state budget and capital from financial institutions, enterprises of all economic sectors and international organizations; implement technology transfer from domestic and foreign organizations and individuals; develop plans and effectively use the infrastructure system invested by the State to perform the tasks of the defense industrial complex; mobilize other legal resources to perform assigned tasks.

Research and manufacture products serving national industry, applying high and modern technology in the fields of: Artificial intelligence; blockchain; semiconductor technology; quantum technology; biotechnology; nanotechnology; robot technology; Internet of Things (IoT); advanced, super durable, super light, super heat-resistant material technology; new generation telecommunications technology and emerging technology. Transferring appropriate technology for socio-economic development helps increase product value.

Technological innovation, human resource development, digital transformation, improving corporate governance capacity, promoting international cooperation in the defense industry focusing on countries with advanced science and technology, participating in the global production value chain to improve international competitiveness, prioritizing the fields specified in Clause 4 above.

State policy towards defense industrial complex

The Decree stipulates that the Ministry of National Defense shall promulgate a strategy for the development of the defense industrial complex; assign tasks and long-term plans for defense production and manage the implementation of functions and tasks of the defense industrial complex through the core of the defense industrial complex; promote joint ventures and associations between components of the defense industrial complex: Issue technical and tactical standards and regulations in the military field for products of the defense industrial complex; ministries and branches, according to their management functions, are responsible for supporting the provision of databases of enterprises to build the defense industrial complex; create conditions for components of the defense industrial complex to participate in military trade promotion programs, training programs, and domestic and foreign survey programs related to groups and specialties of weapons and technical equipment products of the defense industrial complex.

The Ministry of National Defense develops projects and programs for developing strategic technology, digital technology, foundation technology, and core technology in the management field based on the approved national science and technology catalog and program to design, manufacture, and produce weapons and technical equipment, prioritizing weapons and technical equipment of strategic significance, and assigns the defense industry complex to implement.

Based on the national strategic technology and industrial development program, the Ministry of National Defense develops a project and a strategic technology development program to research, design, manufacture, and produce weapons and technical equipment and assigns the defense industry complex to implement it. Funding for implementation is allocated from the state budget. Prioritize resources for investment in infrastructure and equipment for the defense industry complex; ensure funding for investment in key infrastructure and equipment for research and production of weapons and technical equipment, especially weapons and technical equipment of strategic significance.

The core of the defense industrial complex and other components of the defense industrial complex use infrastructure and equipment invested by the State to perform the tasks of the defense industrial complex.

The Ministry of National Defense prioritizes allocating funds to implement domestic and foreign training and development programs to develop high-quality human resources for the defense industry complex, especially human resources serving the research and development of weapons and technical equipment of strategic significance.

The Decree takes effect from July 1, 2025.
