The seeding is based on performance at the 2022 AFF Women's Championship and the 2024 AFF Women's Cup - the tournament that serves as qualifiers for this year's AFF Women's Championship.

The teams will compete in a round-robin at 2 stadiums: Viet Tri (Phu Tho) and Lach Tray (Hai Phong). The draw will be broadcast live on TV channels and online platforms in participating countries.
