On the morning of January 14, chairing the 5th Conference of the Red River Delta Coordination Council, with the theme "Double-digit growth, the Red River Delta pioneers in entering a new era", summarizing activities in 2024, deploying the Council's tasks in 2025 and announcing the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, Prime Minister Pham Minh Chinh, Chairman of the Council, requested the Red River Delta and Hanoi to be pioneers, together with the whole country, entering the era of national development.

Leading the country in many development indicators

In 2024, the GRDP growth rate of the Red River Delta region will reach 7.9%, higher than the national average, ranking 2nd out of 6 economic regions; the GRDP per capita of the region will reach 143.2 million VND/person/year, lower than the Southeast region. The total state budget revenue in the region will reach more than 815 trillion VND, making the highest contribution among economic regions and accounting for 40.1% of the total state budget revenue of the whole country, of which Hanoi's budget revenue will exceed 500 trillion VND for the first time. Export turnover in the region will reach 132 billion USD, accounting for nearly 32.5% of the whole country, leading all economic regions in the country. Attracting foreign investment will lead the country with a total registered investment capital of 20 billion USD...

Many key projects and works in the region have been deployed and constructed, facilitating intra-regional and inter-regional connections. A number of major and key transport projects have been deployed, completed and have high connectivity and linkage such as: Ring Road 4, Ring Road 5 - Capital Region; coastal route through the provinces and cities of Hai Phong - Quang Ninh - Thai Binh - Ninh Binh - Nam Dinh; urban railway No. 3, Nhon - Hanoi station section; project of the route connecting Phap Van - Cau Gie road and Ring Road 3 and Thang Long Avenue Expressway Project; renovation and upgrading of National Highway 4B Quang Ninh - Lang Son; upgrading and expanding the international passenger terminal T2 - Noi Bai International Airport...

The conference assessed that in 2024, the socio-economy of the Red River Delta region will continue to develop strongly, always taking the lead in implementing strategic breakthroughs and innovating the growth model; economic growth will exceed the national average and the Southeast region; continue to lead in state budget revenue, exports, and attracting foreign investment.

At the Conference, delegates discussed tasks and solutions to promote the Red River Delta region to achieve double-digit growth, pioneering with the whole country into a new era. Including promoting the development of science, technology, innovation, digital transformation and green transformation; solutions to develop joint activities to build and develop a synchronous, modern and intelligent transport infrastructure system; building and developing cultural products and services of the region, associated with preserving and promoting the cultural identity of the region and bearing the characteristics of the Red River civilization...

Leaders of ministries, branches and localities also discussed: maximizing the advantages of seaports and industry, promoting the role as a growth engine of the region and the whole country; removing bottlenecks, clearing resources, creating corridors to attract semiconductor investment projects, preparing conditions to accelerate with the whole country into a new era; developing high-tech industry, supporting industry, processing and manufacturing in a modern and sustainable direction to contribute to maintaining double-digit economic growth to join the whole country in entering a "new era - the era of national development".

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that the Council has promoted a sense of responsibility and worked actively to promote rapid and sustainable development of the region. The Council has completed many tasks; focused on leading and directing the completion of the region's goals and targets, contributing to the completion of the country's goals and targets, with 15/15 basic targets and exceeding the plan, especially in the conditions heavily affected by Typhoon Yagi.

Pointing out the limitations that the region needs to overcome, the Prime Minister pointed out that the progress in implementing the tasks of the Regional Coordination Council is still slow; in Hanoi, air pollution, traffic congestion, and environmental pollution, especially river environment, still exist. These are urgent issues that need urgent responses.

Recognizing, appreciating and praising the efforts and important results of localities in the Red River Delta region in recent times, making important contributions to the country's overall achievements, Prime Minister Pham Minh Chinh said that the task for 2025 is to both accelerate and make a breakthrough in completing the socio-economic development targets for 2025 to successfully implement the goals set out in the Resolution of the 13th National Party Congress; to reorganize and streamline the apparatus; to organize party congresses at all levels, towards the 14th National Party Congress; to organize major national holidays; to review and complete all goals for the entire 2021-2025 term...

Pointing out that the tasks of 2025 are fundamental, creating momentum, creating momentum and motivation for the country to enter a new era - an era of rising to wealth, civilization, prosperity and strength, with people increasingly happy and prosperous, Prime Minister Pham Minh Chinh directed ministries, branches, provinces and cities in the region to carry out 6 main tasks and solutions.

In particular, urgently concretize and develop an action plan to implement Resolution 01 and 02 of the Government in 2025; focus on removing institutions; complete and put into operation the new organizational apparatus; develop an action plan to implement the resolution of the Politburo and the program and action of the Government to implement Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; develop mechanisms and policies to mobilize all resources for development; actively, proactively and effectively develop regional economic connectivity, especially traffic connectivity, by promoting existing traffic projects and implementing new projects, especially building and implementing projects to combat air pollution, overcome traffic congestion, revive "dead" rivers, etc.

Regarding the Red River Delta Regional Coordination Council, the Prime Minister requested each member, ministries, agencies and localities in the region to continue to be more active and proactive in implementing tasks and solutions to strongly and effectively promote regional coordination activities; enhance the coordination and linkage role of the Regional Coordination Council, promote the potential and strengths of provinces and cities, and overcome development bottlenecks.

“The Council members, leaders of ministries, branches and localities focus on thoroughly grasping the spirit, direction and tasks agreed at this Conference, with high determination, great efforts, drastic actions, daring to think, daring to do, daring to take responsibility, and better performing the assigned tasks, so that the Red River Delta region can further affirm its role, position and contribution to the development of the country and be ready to pioneer into the new era,” the Prime Minister directed.

The Prime Minister emphasized the implementation of the main guiding ideas: "Resources come from thinking, motivation comes from innovation, strength comes from the people"; "High determination, great effort, drastic action, do each job thoroughly", "Respect time, promote intelligence, be drastic, decisive, timely, and focus", "Clearly assign people, tasks, responsibilities, time, and products", "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not back down", "What is said is done, what is committed is done; what is done is effective in practice".

Hanoi must make a breakthrough, together with the whole country, rise up in the new era.

At the Conference, delegates were introduced to the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024 and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065.

In particular, the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, is researched and built based on cultural, cultural, civilized and modern factors, with the development philosophy: "Displaying talents; Unleashing intelligence; Spreading humanity; Harmonizing with nature; Progressing with the times".

The planning aims to make Hanoi Capital "Cultured - Civilized - Modern", green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region; a center, a driving force for the development of the Red River Delta, a growth pole with a leading role in the country's economy, with influence in the region; a major financial economic center; a leading center for education - training, healthcare, science and technology and innovation; a peaceful city, happy people.

By 2050, Hanoi Capital will be a global, green - smart - peaceful - prosperous city, worthy of representing the position of a strong and prosperous Vietnam; with comprehensive, unique economic, cultural and social development, representing the whole country; with a leading level of development in the region, on par with the capitals of developed countries in the world; a place worth visiting and staying, a place worth living and contributing to. People will have a high standard of living and quality of life. The plans for organizing economic and social activities in the Capital Planning are studied and determined according to the model: Five development spaces - Five economic corridors and belts - Five development driving axes - Five economic and social regions - Five urban regions.

Congratulating the city on completing and approving the planning, the Prime Minister said that the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, has viewpoints, visions, key development goals, development breakthroughs; development plans, solutions, preferential policies and resources to implement the planning in the coming time.

The content of the plans has many new and breakthrough points, such as identifying many tasks and contents to effectively exploit cultural and human potentials, identifying and specifying specific tasks to make the Red River the central development axis of the Capital, building a model of a city directly under the Capital, etc.

“The planning opens up new directions, visions and breakthrough spaces for development, creating new values ​​for Hanoi city in the overall picture of localities across the country,” the Prime Minister emphasized.

Requiring Hanoi city to urgently and resolutely implement the two plans that have just been approved: Hanoi Capital Planning for the period 2021 - 2030, vision to 2050 and Adjustment of Hanoi Capital Master Planning to 2045, vision to 2065, the Prime Minister said that the city has been implementing many contents of the two plans, demonstrating its proactiveness and determination in bringing the two plans into life.

The Prime Minister wishes that Hanoi has a Planning Exhibition Palace worthy of the Capital to publicize the planning; so that people know, implement and supervise the planning; also as a tourism product, contributing to attracting investment... to build a civilized, modern, green, clean and beautiful city, "village in the city, city in the village"; rural industrialization, rural urbanization green, clean, beautiful and civilized.

Hanoi must focus on developing cultural and entertainment industries, renewing the quintessence of national culture, internationalizing national cultural identity to the world, Vietnamizing the quintessence of world culture to our country; continuing to exploit outer space and underground space, not filling in lakes and ponds.

The Prime Minister noted that the two plans must be implemented well so that Hanoi is worthy of being the capital of a country of 100 million people, rising to the level of advanced capitals of countries in the region and the world. Hanoi must be a cultural, civilized, and modern capital; Hanoi's culture must be a symbol of an elegant, humane nation, the face of the whole country; the capital of conscience, of human dignity, gallantry and elegance.

Directing the capital to be a pioneer in the era of national transformation, rich, beautiful, a livable place and the pride of the country, the Prime Minister stated that Hanoi must not only be the growth pole of the country, but also the driving force for development of the entire region and the country.

Accordingly, Hanoi must make good use of its proactiveness, creativity, and autonomy; have a mechanism to mobilize development resources; quickly concretize the contents of the Capital Law and Resolution 57 of the Politburo to exploit to the maximum the enormous resources of science and technology to accelerate development to double digits in the coming time; be more proactive and more determined in creating a favorable and competitive environment to attract more investors in the world.

The Prime Minister directed that Hanoi must have a modern economic growth model, associated with science, technology and innovation, taking the lead in developing green economy, digital economy, circular economy; taking the lead in rapid and sustainable economic growth.

In addition to its strengths in services, Hanoi needs to prioritize the development of high-tech industries, especially semiconductor and information technology industries, to achieve the goal of rapid growth, while creating more jobs and helping the people of the capital have high incomes.

The Prime Minister noted that the implementation of the planning must open up new development space: Exploiting the resources of the Red River system well; developing the model of cities within cities and satellite cities to contribute to the effective implementation of Resolution 06 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045...

The Prime Minister believes that with the participation of the Party Committee, the government, and the entire political system, Hanoi will strictly implement the two Capital Planning projects, creating a breakthrough and making worthy contributions to the era of national development.
