Impressive achievements in sustainable poverty reduction
According to the leaders of Ha Nam province, the whole area has achieved and exceeded the target of reducing the poverty rate by an average of 0.53% per year in the period of 2021-2025 according to the multidimensional poverty standard. The review results at the end of 2024 showed that Ha Nam had 4,321 poor households, accounting for 1.51%, reaching 102.32%; by the end of 2025, the poverty rate is expected to decrease to below 1%.
To achieve the goal of multidimensional, inclusive and sustainable poverty reduction, local Party committees and authorities have strengthened leadership, direction and implementation of policies, programs and projects to ensure practicality and effectiveness, especially organizing the implementation of Resolution 78/2002/ND-CP of the Government on policy credit for the poor and other policy subjects and Directive No. 40-CT/TW of the Secretariat "on strengthening the Party's leadership over social policy credit" into life.

The highlight in the implementation of Decree 78 and Directive 40 in Ha Nam province is the focus on mobilizing resources, policy credit capital and the strong participation of the entire political system, of Party committees, authorities, departments, branches, organizations... in mobilizing resources, policy credit capital to serve the work of hunger eradication and poverty reduction. Thanks to that, investment resources for implementing programs and plans for economic and social development and sustainable poverty reduction have been increased, mainly from the central budget and local budgets; in which, preferential credit capital has been mobilized and used basically for the right purpose, economically and effectively.
Director and Party Secretary of the Social Policy Bank (SPB) of Ha Nam province, Ms. Le Thi Kim Dung, said: The most favorable point in recent years is that leaders at all levels and local sectors have always paid attention to poverty reduction work as well as agreed on the role, position and importance of policy credit in implementing the sustainable poverty reduction program. Right from the first years of implementing Decree 78 and Directive 40 up to now, local party committees have always paid attention to and focused on leadership and direction of all policy credit activities.
Along with that, the authorities from the province to the district and commune levels have prioritized additional budget capital transferred to the VBSP to lend to poor households and policy beneficiaries; at the same time, focusing on supporting and creating favorable working conditions for the transaction offices and commune transaction points of the VBSP.
As of May 18, 2025, the total policy credit capital in Ha Nam reached VND 3,734 billion, an increase of VND 200 billion compared to December 31, 2024. Of which, the capital entrusted from the local budget reached nearly VND 312 billion, an increase of VND 103 billion compared to the beginning of the year. The total outstanding debt of policy credit programs reached VND 3,714 billion, an increase of VND 185 billion compared to the beginning of the year, with 45,708 customers still in debt. In the first 5 months of 2025 alone, the Ha Nam Provincial Bank for Social Policies disbursed over VND 530 billion to 7,300 poor households, near-poor households and other policy beneficiaries.
"Leverage" helps people reduce poverty sustainably
In addition to focusing on mobilizing capital growth, the Ha Nam Provincial Bank for Social Policies also closely coordinates with socio-political organizations, receiving entrustment to effectively implement the Government's preferential credit programs. Over the past years, through 98 transaction points located at the headquarters of the People's Committees of communes, wards and towns and a network of 1,357 Savings and Loan Groups in villages, hamlets and residential groups, policy credit capital has been disbursed promptly, fully and to the right beneficiaries. Thereby, helping tens of thousands of poor households and policy beneficiaries develop production and business, create more jobs, increase income and improve their lives.

Typically, at all levels, the Women's Union of Ha Nam province has regularly organized surveys to grasp the conditions and needs of members regarding borrowing capital and using policy capital to develop the family economy, thereby closely coordinating with the Vietnam Bank for Social Policies to have practical support measures to help women build suitable production models.
"Thanks to the implementation of the Resolutions and policies of the Party and State, including Directive 40 of the Secretariat, credit policy capital has contributed to the active participation of many women in the movements of "good economic women" and "women helping each other develop the economy", especially realizing the aspiration of rapid and sustainable poverty reduction", affirmed the representative of the Women's Union of Ha Nam province.
For example, Ms. Nguyen Thi Thuy's family (Chuyen Ngoai commune, Duy Tien town) used a loan from the Vietnam Bank for Social Policies to boldly invest in a duck farming model using cold barn technology on an area of nearly 0.5 hectares. Thanks to the application of technology in farming, ducks grow well and have high productivity. After deducting expenses, my family's income is about 700-800 million VND/year.

From the initial success, Ms. Thuy opened an additional agency supplying animal feed, creating jobs for 5 workers, including 3 female workers in the locality, with an income of 7-10 million VND/person/month. Currently, Ms. Thuy is in charge of the role of Deputy Head of the model "Good female producers and businessmen" of the commune with 28 members.
Once a poor household, her husband died early due to illness, after 6 years of treatment for her husband, the family's economy was exhausted, Ms. Nguyen Thi Hue (Thanh Nghi commune, Thanh Liem district) borrowed 70 million VND from the Vietnam Bank for Social Policies to invest in buying cows, goats, chickens to raise, and at the same time bought acacia seedlings to plant and intercrop with other crops. Since then, Ms. Hue's family's life has changed significantly.
The journey of policy credit for social security over the past 22 years, especially after more than 10 years of extensive implementation of Directive No. 40 of the Secretariat, the capital of the Vietnam Bank for Social Policies of Ha Nam province has invested in the right subjects, effectively, promptly meeting the borrowing needs of a large number of poor households and families of policy beneficiaries. Specifically, in the period of 2014-2024, loans were provided to 38,982 poor households, near-poor households, and newly escaped-poverty households: 18,196 workers created jobs locally; loans were provided to 4,635 students with difficult circumstances to study, 78,858 households built clean water works and sanitation works in rural areas; built 836 social houses for poor households and low-income people; loans were provided to 94 employers to pay for work stoppage wages and pay for production recovery for 5,439 workers; 28 non-public kindergartens and primary schools and 96 people who have completed their prison sentences.

Policy credit capital has contributed to the locality reducing the poverty rate by 2.18% (from 3.69% to 1.51%); reducing the near-poor rate by 1.74% (from 3.53% to 1.79%); contributing to supporting 65/65 communes (100%) of the province's communes to meet new rural standards, of which 25 communes have met advanced new rural standards and Binh Luc district is being built into an advanced new rural district.
In the coming time, the Ha Nam Provincial Bank for Social Policies will continue to promote activities and effectively implement Directive No. 39/CT-TW of the Secretariat (13th tenure) on improving the effectiveness of policy credit in the new period, in order to actively and effectively contribute to the implementation of the national target program on sustainable poverty reduction, ensuring social security, and creating momentum to push Ha Nam homeland to go further.
