Previously, at the opening session on the afternoon of September 18, the Congress elected the 15th Lai Chau Provincial Party Executive Committee for the 2025-2030 term, consisting of 47 comrades. The new Executive Committee held its first meeting, electing a Standing Committee of 13 comrades. Standing Deputy Secretary of the Lai Chau Provincial Party Committee Le Minh Ngan was elected to hold the position of Secretary of the Lai Chau Provincial Party Committee for the 2025-2030 term. Comrade Le Van Luong, Chairman of the Provincial People's Committee and Comrade Sung A Ho, Chairman of the Provincial Vietnam Fatherland Front Committee were elected to hold the position of Deputy Secretary of the Provincial Party Committee. The conference elected the Provincial Party Committee's Inspection Committee, consisting of 13 members; Comrade Nguyen Ngoc Vinh, Chairman of the Provincial Party Committee's Inspection Committee for the 14th term, was elected as Chairman of the Provincial Party Committee's Inspection Committee for the 15th term.
On the morning of September 19, the Congress elected a delegation to attend the 14th National Congress of the Party, including 16 official comrades and 1 alternate comrade.
In his acceptance speech, comrade Le Minh Ngan thanked the Congress for its trust, saying that this was an honor and responsibility entrusted to him by the cadres, party members, and people of all ethnic groups in Lai Chau province. The new Executive Committee vows to unite, unite, concentrate its intelligence, capacity, and courage to lead the successful implementation of the resolution of the 15th Lai Chau Provincial Party Congress, term 2025-2030.
Comrade Le Minh Ngan affirmed absolute loyalty to Marxism-Leninism, Ho Chi Minh thought and the Party's renovation policy; steadfastly adhere to the revolutionary goals and ideals chosen by Uncle Ho and the people; strictly abide by the Political Platform, the Party's regulations and resolutions, the State's policies and laws; continue to promote revolutionary traditions, innovate thinking and leadership methods; build a team of dedicated and exemplary cadres and Party members; strengthen the strength of great national unity, ensure national defense and security; build a clean and strong Party organization, bring Lai Chau to green, fast and sustainable development, entering a new era.
Comrade Le Minh Ngan was born on October 5, 1969, hometown in Quang Binh province (now Quang Tri province); qualifications: Master of Economics, Senior in Political Theory.
From June 2016 to January 2020, he was Vice Chairman of the People's Committee of Quang Binh province (now Quang Tri province); from February 2020 to February 2025, he held the position of Deputy Minister of Natural Resources and Environment; from March 2025 to August 2025, he was Deputy Minister of Agriculture and Environment .
In September 2025, according to Decision No. 2283-QDNS/TW dated August 30, 2025 of the Secretariat, comrade Le Minh Ngan ceased to hold the position of member of the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment, Deputy Minister of Agriculture and Environment; transferred and appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Standing Deputy Secretary of the Lai Chau Provincial Party Committee for the 2020-2025 term.
