- On the morning of May 13, the provincial working delegation led by comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, worked with Dinh Lap and Loc Binh districts to inspect and evaluate the implementation of Resolution No. 06 dated November 25, 2020 of the Provincial Party Committee Standing Committee on building and developing concentrated commodity production areas associated with production chains, product consumption, and brand building in the agricultural sector, period 2020 - 2030 (Resolution 06) and Resolution No. 58 dated November 29, 2021 of the Provincial Party Committee Executive Committee on ethnic affairs and implementation of the Overall Project on socio -economic development of ethnic minority and mountainous areas (EM&MN) for the period 2021 - 2030 (Resolution 58).
According to the report of Dinh Lap district, implementing Resolution 06, from 2021 to present, the whole district has built concentrated production areas such as: pine growing area of over 49,500 hectares; acacia growing area of over 22,500 hectares; tea growing area of nearly 200 hectares; developing medicinal plant production areas...
Regarding Resolution 58, the district has achieved the planned targets. Specifically, up to now, the rate of rural residents using hygienic water has reached 99.5%; the rate of villages with standard cultural houses has reached 93.75%; ethnic minorities participating in health insurance has reached 100%; the rate of workers of working age who have received vocational training has reached nearly 80%...
For Loc Binh district, implementing Resolution 06, period 2020 - 2025, the district has formed a concentrated vegetable production area, with an area of 3,000 hectares; high-quality rice growing area of 4,445 hectares; forming a citrus fruit growing area, with an area of about 300 hectares; the average annual forest planting area is over 1,300 hectares; the district has built 13 3-star OCOP products...
Regarding the implementation of Resolution 58, in the period of 2021-2025, by the end of 2024, the poverty rate in ethnic minority and mountainous areas in the district will achieve an average reduction of 3% or more per year; the rate of rural population using hygienic water will reach 98%; over 99% of households will use the national grid and other suitable power sources...
During the program, delegates focused on discussing a number of contents such as: reasons for some targets not being achieved; the role of local authorities in managing, guiding and supporting cooperative enterprises, cooperative groups and production and livestock households in the production and consumption of goods; preparing counterpart capital and socialization in implementing projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030; the implementation of the double-digit growth scenario; application of science and technology in agricultural and forestry development, etc.
Concluding the working session, the Deputy Secretary of the Provincial Party Committee acknowledged the efforts in leadership, direction and implementation of the two resolutions of the Party Committees and authorities of the two districts.
He suggested that in the coming time, the Party Committees and authorities of the two districts continue to thoroughly disseminate and regularly and extensively disseminate to all cadres, Party members and people the effective implementation of the two resolutions and guiding documents; promote the application of science and technology in agricultural and forestry production, the implementation of related projects and plans; focus on raising people's awareness, creating high consensus in implementing the two resolutions, focusing on arousing the spirit of self-reliance, self-reliance, aspiration to overcome difficulties, escape poverty, and legitimately enrich ethnic minorities, without waiting or relying on the State's assistance.
At the same time, focus on mobilizing and effectively using resources inside and outside the State budget to successfully implement the set goals, tasks and solutions; develop mechanisms and policies to attract large investors in the agricultural and forestry sectors; regularly review, advise on amendments, supplements and timely adjustments to mechanisms and policies to ensure they are suitable to practical conditions.
He requested relevant provincial departments and branches to continue to promote their roles and responsibilities in implementing the two resolutions; advise on the review and evaluation of the two resolutions, and clearly define tasks and solutions in the new period.
Previously, the working delegation inspected the models of Dinh Lap Forestry One Member Co., Ltd. and Thai Binh Tea Joint Stock Company in Dinh Lap district.
