On December 19th, 234 projects with a total investment of 3.4 trillion VND were simultaneously launched and inaugurated.

On the morning of December 16th, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on preparations for the groundbreaking, inauguration, and technical opening ceremonies of projects and works on December 19th to celebrate the 14th National Congress of the Communist Party of Vietnam.

According to a report dated December 14th, the Ministry of Construction has compiled a list of 234 construction projects and works in 34 provinces and cities that meet the conditions for commencement, inauguration, and technical opening to traffic.

Of these, 148 construction projects were started; 86 projects were inaugurated and opened to traffic. These included 38 projects from ministries and agencies; 39 projects from corporations and general companies; and 157 projects from localities.

The total investment for the projects and works is over 3.4 million billion VND (of which state capital in 96 projects is over 627,000 billion VND, accounting for 18% of the total, and 138 projects from other capital sources is over 2.79 million billion VND, accounting for 82% of the total).

The ceremony was held in a hybrid format, combining in-person and online participation via video conference. From 234 construction projects, the Ministry of Construction proposed 79 connection points (12 in-person and 67 online video conference points), symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025).

Some key events included the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi); the inauguration of several projects and the launch of the first flight under the Long Thanh International Airport construction project - phase 1.

Construction has commenced on component project 1 of the Lao Cai - Hanoi - Hai Phong railway line construction investment project.

Construction begins on the Red River scenic boulevard project in Hanoi; and the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai) commences.

Construction commenced on the Tan Phu - Bao Loc expressway (Lam Dong province); the main section of the North-South expressway project (eastern route) from Can Tho to Hau Giang and Ca Mau was inaugurated and opened for technical traffic.

Hue International General Hospital was inaugurated; the Youth Cultural Center project in Ho Chi Minh City commenced construction; and the first phase of the urban metro line project in Phu Quoc Special Economic Zone was launched…

At the meeting, Prime Minister Pham Minh Chinh gave his opinion to finalize the plan for organizing the ceremony, with the central venue expected to be at the groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi).

The Prime Minister emphasized that this event follows the groundbreaking and inauguration ceremonies for major projects on April 19, 2025 (commemorating the 50th anniversary of the country's reunification) and August 19, 2025 (commemorating the 80th anniversary of National Day).

The groundbreaking, inauguration, and technical opening ceremonies for projects and works on December 19th are very significant events to celebrate the 11th National Emulation Congress and the 14th National Congress of the Party, and at the same time contribute to creating momentum, inspiring new enthusiasm to promote double-digit economic growth in the coming years.

The Prime Minister also requested the Ministry of Interior to take the lead in awarding individuals and collectives with outstanding achievements in emulation movements and the implementation of key national projects, paying particular attention to rewarding engineers, workers, and laborers who have directly worked and persevered on construction sites throughout the years.
