Creating a legal framework to unlock resources.
As 2025 draws to a close, Phu Tho province has achieved many outstanding accomplishments in all fields. In particular, economic growth is estimated at 10.52%, ranking 4th nationwide and first in the Northern Midlands and Mountains region, exceeding the growth target set by the Government and the target set by the Provincial People's Council. The province's economic size in 2025 is estimated at 412.4 trillion VND, an increase of 15.56% compared to 2024, ranking 6th out of 34 provinces and cities.
In 2025, Phu Tho province is expected to attract US$1.51 billion in foreign direct investment (FDI), reaching 143% of the target and a 64% increase compared to 2024; domestic investment is projected to exceed VND 260.4 trillion, 3.6 times higher than in 2024. Phu Tho's public investment disbursement results are among the highest in the country, estimated at 95% of the allocated capital (VND 36.5 trillion). The province has inaugurated and commenced construction on 7 key projects to celebrate the 80th anniversary of National Day on September 2nd and 4 projects to celebrate the 14th National Congress of the Communist Party of Vietnam...
This is a proud achievement in a year full of challenges, especially in the context of streamlining the administrative apparatus, merging administrative boundaries, operating a two-tiered local government system, and harmonizing the three economic axes of Hoa Binh - Vinh Phuc - Phu Tho, each with its own strengths within a unified whole.
Currently, the province's telecommunications coverage rate reaches 98% of the area with 9,283 BTS stations, including 868 newly built 5G stations, a six-fold increase compared to before July 1, 2025. The province has also achieved 5G coverage in 100% of commune and ward centers and all industrial zones; cleaned up over 3.9 million population data records; and synchronized over 3 million land parcels to the national database, reaching 100%. |
Following the merger, the province's administrative apparatus was streamlined, creating an urgent need to review, unify, and improve the system of legal documents throughout the province. Deeply understanding the Politburo's guiding principles in Resolution No. 66-NQ/TW on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, the province has repealed 99 resolutions; issued 76 new resolutions replacing 177 resolutions; repealed 358 decisions; issued 159 new decisions replacing 348 decisions; proposed extending the implementation period for 47 decisions; and completely repealed 27 directives...
The improved institutional framework, adapted to the new context, has facilitated the province's access to development resources. At the conference on implementing socio-economic development tasks for 2026, held on December 19th, Comrade Tran Duy Dong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – affirmed: In a context of intertwined difficulties, challenges, and opportunities, with unity, high determination, proactive adaptation to the demands of innovation, and decisive and smooth action from the entire political system, along with the attention and support of the people and the business community, the province achieved extremely important and comprehensive results in all socio-economic fields in 2025.
The power of synergy for holistic development
Along with Resolution No. 66-NQ/TW, Resolutions No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; and Resolution No. 68-NQ/TW on the development of the private economy have been implemented synchronously and mutually supportively, forming a "four pillars" that open up new, comprehensive, and in-depth development momentum for the province.
From September 2025, Phu Tho will be one of the first localities to pilot the application of ChatGPT to support the resolution of administrative procedures at the Provincial Public Administrative Service Center and 6 communes and wards. 100% of communes and wards have established and are operating community digital technology teams. The system for monitoring the implementation of resolutions, directives, and conclusions of the Central Government (https://theodoinq.dcs.vn) recorded that, as of mid-December 2025, the province had completed 92 out of 167 assigned tasks, with no tasks overdue. Notably, Phu Tho maintains a "green" status at both the provincial level and 100% of the communes; achieving 100% of the criteria for phase 2 in all four sectors: Party, People's Council, People's Committee, and Fatherland Front.
According to Comrade Nguyen Minh Tuong, Provincial Party Committee member and Director of the Department of Science and Technology, these results are the product of the synchronized, decisive, and coordinated efforts of the entire political system from the provincial to the grassroots level, with the implementation of Resolution No. 66-NQ/TW playing a crucial role.
The timely amendment and supplementation of the legal framework and the smooth operation of the digital government have promoted the development of the private economy in accordance with Resolution No. 68-NQ/TW. By 2025, the province is expected to have 4,546 newly established businesses, a 44.2% increase compared to the same period, and nearly 1,000 businesses resuming operations, a 22% increase compared to 2024. Currently, the province has nearly 42,000 businesses; 17 industrial parks are operational with a 49% occupancy rate; and 67 industrial clusters have been established, with 35 currently in operation.
The year 2025 also marks a breakthrough for Phu Tho in international integration. At a meeting themed "Phu Tho – Convergence, Cooperation and Development" held on December 12th, Chairman of the Provincial People's Committee Tran Duy Dong stated: Inheriting and developing the achievements of the three previous provinces, the new Phu Tho province has achieved positive results in foreign affairs. To date, the province has established cooperative relations with 21 localities in Laos, Japan, South Korea, China, Italy, Bulgaria, Cuba, and Mongolia, with 15 international cooperation agreements.
It can be affirmed that with a streamlined legal framework; science and technology and digital transformation as driving forces; the private sector playing a key role; and increasingly deep international integration, the "four pillars" are creating a synergistic strength for Phu Tho in its new development phase. Based on the historical and cultural foundation of the ancestral land, with a strategic vision and decisive, systematic approach, Phu Tho is not only affirming its leading position in the northern midland and mountainous region, but is also gradually shaping itself into a dynamic, modern, and sustainable growth pole. This is a new impetus for the ancestral land to confidently enter the era of national progress, making a worthy contribution to the country's overall development goals.
2025 marks a year of significant growth for Phu Tho's tourism industry in a new development context. According to a report by the Department of Culture, Sports and Tourism, the province is expected to welcome approximately 14.5 million visitors, including 676,000 international tourists; the number of overnight stays is projected to reach nearly 4.6 million. Total tourism revenue is expected to reach 14,800 billion VND. |
