Dong Nai was assigned to invest in an additional 6km of underground fuel pipeline for aircraft at Long Thanh Airport.

(DN) - The Ministry of Construction agreed to assign the People's Committee of Dong Nai province to organize the selection of investors to build an additional 5.8km of underground fuel pipeline for aircraft within the boundary of Long Thanh International Airport (airport), along with the section from the upstream port to the boundary of this airport that was previously assigned to the locality for implementation.

Ensuring consistency and synchronization in exploitation

According to Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister approving the Long Thanh Airport Construction Investment Project Phase 1, the supply of fuel for Long Thanh Airport includes 2 works: aircraft fuel system under Component Project 3, essential works of the airport and fuel pipeline system for aircraft from the source port to the boundary of Long Thanh Airport under Component Project 4, other works.

At the working session on the progress of the Long Thanh Airport Project Phase 1 on August 2, 2025, Politburo member and Prime Minister Pham Minh Chinh requested the completion of 4 component projects; ensuring smooth traffic connection. First of all, connecting highways, roads, and railways; completing air traffic technical inspection. At the same time, completing telecommunications infrastructure, electricity and water, environmental landscape, and accompanying services such as gasoline supply.

Also according to the decision approving the project investment, the aircraft fuel system project includes aircraft fuel supply stations in the Northwest area, adjacent to the boundary of Long Thanh Airport and the underground fuel supply pipeline system leading to parking positions, which is assigned to the Airports Corporation of Vietnam (ACV) for investment.

Meanwhile, the Prime Minister assigned the Ministry of Construction to select investors for the project of fuel pipeline system for aircraft from the source port to the boundary of Long Thanh Airport (to the location of the aircraft fuel supply station) and assigned the People's Committee of Dong Nai province to study the pipeline route planning.

However, in Decision No. 692/QD-TTg dated March 29, 2025 on approving the adjustment of the Long Thanh Airport Construction Investment Project Phase 1, the Prime Minister assigned the People's Committee of Dong Nai province to organize the selection of investors for the project of fuel pipeline system for aircraft from the source port to the boundary of Long Thanh Airport.

Based on the proposal of the People's Committee of Dong Nai province, the Civil Aviation Authority of Vietnam has compiled and reported to the Ministry of Construction for approval of local adjustments to the planning of Long Thanh Airport. In particular, the planning adds a section of underground fuel pipeline within the boundary of Long Thanh Airport, approximately 5.8km long, from the source port to the aircraft fuel supply station, instead of the plan to go outside the airport boundary to the location of the aircraft fuel supply station as originally planned.

On July 29, 2025, the Ministry of Construction issued Document No. 7562/BXD-KHTC to the People's Committee of Dong Nai province regarding the selection of investors for the fuel pipeline system for aircraft from the source port to Long Thanh Airport within the airport boundary. Accordingly, to ensure consistency and synchronization in operation, the Ministry of Construction requested the People's Committee of Dong Nai province to organize the selection of investors for the fuel pipeline system for aircraft from the source port to Long Thanh Airport, including the underground fuel pipeline section of about 5.8 km long within the airport boundary according to the task assigned by the Prime Minister.

Proposal to apply the form of investor selection in special cases

Deputy Director of the Department of Construction of Dong Nai province, Duong Van Hieu, said: The project of fuel pipeline for aircraft at Long Thanh Airport has a scale of investment in building 2 parallel pipelines, each line is more than 23km long, the pipe diameter is expected to be from 12-16 inches connecting from the source warehouse at Go Dau Industrial Park to the storage warehouse of Long Thanh Airport.

According to the Prime Minister's request, Long Thanh Airport Phase 1 must be basically completed by the end of 2025 and put into commercial operation in the first half of 2026. To achieve this goal, the Long Thanh Airport Fuel Pipeline Project needs to be accelerated.

On August 2, 2025, at a working session with the Government delegation led by Politburo member and Prime Minister Pham Minh Chinh on the progress of the Long Thanh Airport Project, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai Provincial People's Committee Vo Tan Duc proposed that the Prime Minister consider approving Dong Nai province to apply the form of investor selection in special cases as prescribed in Decree No. 17/2025/ND-CP dated February 6, 2025 of the Government to organize the selection of investors for the project of fuel pipeline system for aircraft from the upstream port to Long Thanh Airport.

According to Chairman of the Provincial People's Committee Vo Tan Duc, the approval for the province to apply the form of selecting investors in special cases for this project will support the province to soon complete the selection of investors, aiming at the basic goal of completing the fuel pipeline project synchronized with Long Thanh Airport phase 1 on December 19, 2025 in accordance with the direction of the Prime Minister.
