Dong Thap speeds up the implementation of national target programs

DTO - On the afternoon of April 2, comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of Dong Thap Provincial Party Committee, Head of the Steering Committee for National Target Programs of the province and comrade Tran Tri Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting of the Steering Committee for the National Target Program on New Rural Construction associated with the Project on restructuring the agricultural sector and sustainable poverty reduction (referred to as the Steering Committee).

The meeting was attended by members of the Steering Committee, representatives of leaders of relevant departments, branches, sectors and localities.

According to the Provincial Steering Committee, the province currently has 10 district-level units recognized as meeting the standards/completing the task of building new rural areas (NTM), 58 communes meeting advanced NTM standards; Thap Muoi district and Cao Lanh district have submitted a document to the Ministry of Agriculture and Environment requesting appraisal, consideration, and recognition of meeting advanced NTM district standards in 2024. The multidimensional poverty rate by the end of 2024 is 2.89%; the poverty rate is 1.08%; the employment rate reaches 133.18% of the annual plan...

Regarding the disbursement results of national target programs, in 2024, the disbursement rate of central development investment capital reached 99.82%; central public service capital reached 77%, and provincial counterpart budget capital reached 60%. The reason for the slow disbursement is that the Government assigned the budget late, leading to slow allocation from the province; stuck with criteria for investment in information technology equipment; some cooperatives do not have counterpart capital and do not have infrastructure to invest in machinery and equipment, etc.

In 2025, disbursement of central development investment capital will reach 2.56% (due to newly allocated capital sources, localities are carrying out investment procedures according to regulations); counterpart provincial budget capital is being implemented.

Speaking at the conference, comrade Tran Tri Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested members of the Steering Committee to quickly advise and resolve difficulties in implementing national target programs. Urgently evaluate the results of agricultural restructuring in the current period and prepare a development plan for the next period, especially after the province's merger; speed up the allocation and disbursement of capital assigned by the Central Government; advise on removing difficulties and obstacles related to the OCOP program and collective economic development...

Concluding the conference, comrade Le Quoc Phong - Member of the Party Central Committee, Secretary of the Provincial Party Committee suggested that, in addition to promoting allocation, localities need to be flexible in transferring capital to communes for central capital sources, ready for new commune operation models. Regarding the new rural construction program, district-level units have completed the dossier for recognizing new rural districts, continuing to carry out the recognition steps in April 2025; reviewing in detail the current status of communes in new rural construction; re-evaluating the effectiveness of policies to implement national target programs in the province.

Regarding the OCOP program and cooperative development, comrade Le Quoc Phong requested the Department of Agriculture and Environment to quickly evaluate and build an effective OCOP development model, focus on investing in potential OCOP product groups, and develop more products that meet 4-5 star standards. With the view of building cooperatives as a type of private enterprise, comrade Le Quoc Phong requested the Provincial Office of Coordination for New Rural Development and Agricultural Restructuring to select typical cooperatives for special support, in order to resolve shortcomings and promote the development of the collective economic sector...
