Synchronously deploy multiple solutions
To effectively implement this work, the Dong Xuan District Party Committee and People's Committee have conducted many inspections, reviews, assessments and focused on directing measures to combat deforestation; promptly detect, prevent and strictly handle violations, and at the same time promote afforestation to green bare land and hills. Especially in the 2020-2025 term, the Dong Xuan District Party Committee issued Resolution 09-NQ/HU dated September 22, 2021 on "Continuing to strengthen the management, protection and sustainable development of forests", associated with the responsibility of each Party Committee and government from district to commune level, mobilizing the strength of the entire political system to participate regularly; the District People's Committee issued a plan to implement the Project to plant 15 million new trees in the province in the period of 2021-2025; effectively implement the National Target Program on socio-economic development in ethnic minority and mountainous areas; Allocate land to people to plant production forests, create livelihoods to escape poverty, stabilize life, and proactively prevent deforestation for farming.
In addition, the work of patrolling, protecting, preventing and fighting forest fires with the coordination of forest rangers, protective forest management boards, police, and local militias has been tightened; the work of propagating, disseminating laws, warnings about methods, tricks, and acts of violating forestry laws has also been focused on and widely deployed to each hamlet and village in many vivid, easy-to-understand, and easy-to-remember forms, contributing to raising people's awareness of responsibility. On the other hand, when receiving information or detecting signs of violations of forestry laws, the forces promptly verify, clarify, and resolutely handle them strictly... With the above positive measures, in the past 5 years, the number of violations of forestry laws has gradually decreased, natural forests have been stably protected, and the area of planted forests has increased every year.
According to Mr. Vo Banh, Deputy Head of Dong Xuan District Forest Protection Department, if in 2020, 32 cases of forestry law violations were detected in the district, then in the following years, there were only 11 cases and no deforestation cases in 2024. In the total natural area of the district of 103,000 hectares, there are more than 73,557 hectares of forest, including 33,559 hectares of natural forest and more than 31,825 hectares of planted forest, the forest cover rate has reached 63.42%.
In 2024 alone, in addition to planting 391 hectares of new forest, including 339 hectares of production forest and nearly 52 hectares of protective forest; in the district, there are also 1,998 hectares of replanted forest after exploitation, bringing the total replanted forest area in 5 years (2020-2025) to 10,171 hectares and 515,000 scattered trees of hybrid acacia, rosewood, black star, purple lagerstroemia, and acacia... For many years, each year Dong Xuan district has exploited about 2,000 hectares of planted forest with an output of 75 tons/ha, the product value reaching 114.7 million VND/ha.

Create income for people
To demonstrate the effectiveness of forest management, protection and development in the locality, Mr. Tran Quoc Huy, Vice Chairman of Dong Xuan District People's Committee, took us to Phu Mo, a mountainous commune bordering Kong Chro District (Gia Lai) and Van Canh District (Binh Dinh), with a natural area of 45,600 hectares, the largest among communes in the province. The whole commune has 854 households, including 3,243 people, all of whom are Cham and Ba Na ethnic groups, living by farming and raising livestock. Nearly 10 years ago, Phu Mo commune was a hot spot for deforestation for farming, due to a lack of land for production. With the determination to prevent deforestation, create positive changes from awareness to action in preventing crimes and violations of the law in the forestry sector, Dong Xuan district coordinated with relevant departments and branches to review and adjust forest and forestry land planning, so far more than 107 households in Phu Mo commune have been assigned nearly 308 hectares of forestry land for afforestation. In addition, Dong Xuan Protective Forest Management Board has also assigned more than 16,000 hectares of forest to nearly 920 households for protection with a cost of over 5.5 billion VND in 2024. From the revenue from afforestation and forest protection, the poverty rate in Phu Mo commune has decreased from 69% in 2022 to 42.39% in 2025.

As one of the people assigned forestry land, Mr. La Lan Khoi confided: “I was assigned 2 hectares of forest land, planted with acacia for 2 years, in just 3 years the income from acacia wood will help my family earn hundreds of millions of dong to build a new, spacious house. The families who are contracted to protect the forest here also have a stable income, so the situation of deforestation for farming will not happen again.”
“Allocating forestry land to people for forest planting and contracting people for forest protection are not only positive measures to improve the effectiveness of deforestation prevention and control, contributing to protecting the “green lung”, expanding the forest area in the locality, but also creating jobs for people in ethnic minority and mountainous areas, creating sustainable livelihoods for people to stabilize production and life, and develop the local socio-economic situation”, Mr. Tran Quoc Huy added.
