Part II: Putting technology staff "in place" to popularize digital skills
With 1.9 million people, of which 1.1 million are of working age; 600,000 households and nearly 10,000 enterprises, our province has potential in human resources for digital transformation (DTS) and digital economic development. To make each person a digital citizen and a digital address, the Provincial People's Committee has agreed on the policy of sending technology staff to "station" at the grassroots level to support the dissemination of digital skills to the community.

In order to organize the implementation of digital transformation in a systematic and solid manner, the Department of Information and Communications (MIC) has classified the subjects that need to focus on transforming awareness, unifying from thinking to action. In particular, for the key staff, the Provincial People's Committee has coordinated with the Ministry of Information and Communications to organize training and raise awareness of digital transformation through 10 specialized conferences on digital transformation, including: smart urban development; e-commerce development; Digital transformation for enterprises, the sectors of Agriculture and Rural Development, Health, Education and Training, Natural Resources and Environment. At the grassroots level, the Department of Information and Communications has coordinated to send technology staff to 226 communes, wards and towns to popularize digital skills in the direction of "holding hands and showing work" to help local officials and civil servants proactively participate in the digital transformation process and spread knowledge and skills to the masses. The focus is on popularizing skills in using the province's online public service portal such as: registering an account, submitting administrative procedures online, paying fees online in handling administrative procedures, looking up and receiving results of handling administrative procedures. The guidance is carried out directly on the device, not "teaching" or just imparting theory. During the operation, if grassroots officials encounter any difficulties, they will be guided to solve them right there until they can use them proficiently. In addition, grassroots officials are guided to use Vietnamese digital products, services, and platforms for cashless payments, looking up information, doing business and transacting via e-commerce platforms... promoting the development of the digital economy and digital society.
Comrade Vu Thi Hoa, Deputy Director of the Center for Digital Transformation and Communications (Department of Information and Communications) said: To promote people to actively participate in digital transformation, the province has established 2,160 community digital technology groups with more than 16,000 core members who are young people right in residential areas, acting as a bridge between local authorities and people, performing the task of "going to every alley, knocking on every door" to promptly disseminate information and propagate policies on digital transformation and directly support and guide people to use digital technology applications, e-commerce, online public services... Thereby helping people actively participate in digital transformation in every area of life, contributing to the development of the digital economy and digital society in villages, hamlets, and neighborhoods. At the same time, the province also built communication channels "Nam Dinh Digital Citizen", "Nam Dinh Digital Government" and supported more than 8,900 members of community digital technology groups to participate in the Zalo OA channel "National Digital Transformation" to promptly grasp policies, orientations, and information on national digital transformation activities to widely spread information to the community. Together with functional sectors, the telecommunications, banking, and logistics service sectors actively support people and businesses to participate in digital transformation and "race" to bring digital service applications, digital payments, and e-commerce to small traders and communities.

In 2023, the Department of Information and Communications will continue to implement the plan to organize training and disseminate knowledge about digital transformation of the province for about 20,000 cadres, civil servants, public employees, and workers on the mass open online learning platform (MOOCs); disseminate knowledge and skills in converting and using digital data for cadres, civil servants, public employees, and workers through specialized conferences for each field of work such as: Justice, Labor - War Invalids and Social Affairs, Home Affairs, Culture, Sports and Tourism, Transport, Industry and Trade, Construction, Finance, Science and Technology, Natural Resources and Environment, Labor Federation... At the same time, send cadres directly to communes and towns to train digital knowledge and skills for all people in need in rural areas across the province to apply in daily life and work. Priority is given to people of working age and officials of socio-political organizations, cooperative officials, non-professional village and hamlet officials, members of community digital technology groups... in communes and towns that are building advanced new rural areas (NTM), model NTM in the period of 2021-2025. Specific training content includes: Using the province's online public service portal; skills in creating accounts and using e-commerce platforms; skills in using digital banking applications Mobile Banking, online payment; skills in using digital applications and platforms (National digital address platform; Remote medical examination and treatment application); knowledge about network information security and self-protection of network information security for individuals; identifying some forms of fraud in cyberspace. This is the basis to support people to proactively access digital services equally, contributing to promoting the development of the digital economy and digital society and soon completing the targets and tasks set out in Resolution 09-NQ/TU of the Provincial Party Committee on digital transformation by 2025, with a vision to 2030, as well as targets in the field of information and communication in the set of criteria for building advanced new rural areas and model new rural communes of the province in the period of 2021-2025.
Assessing the implementation of the task of developing digital human resources in the province, Deputy Director of the National Digital Technology Center, National Digital Transformation Agency (Ministry of Information and Communications) Do Ngoc Vinh commented: “From the way of hand-holding and instructing cadres and civil servants; mobilizing thousands of people to participate in the core force of digital transformation to spread the application of digital platforms provided by the government and enterprises of Nam Dinh province has created a rare learning society about digital transformation so far. The number of people playing the role of spreading and learning the skills of using digital applications and platforms in the province is very impressive, many times larger than some other localities in the region; demonstrating the interest and responsibility to participate in digital transformation of each cadre, civil servant and citizen in the province”.
Thanks to that, it has created a great change in the digital transformation process, the targets and tasks of building e-government and digital transformation of the province have all met and exceeded the requirements of the Central and local governments. The digital transformation ranking index of the province for 2 consecutive years (2020, 2021) was ranked 11th out of 63 provinces and cities by the Ministry of Information and Communications. Many component indexes in 2021 increased significantly compared to the previous year; in which the 3 pillars of "digital government" ranked 5th, "digital society" ranked 4th and "digital economy" ranked 8th nationwide. E-commerce revenue is estimated at 100 billion VND (according to postal and delivery revenue). The province's e-commerce platforms have 254 booths with 2,068 products displayed, exchanged and bought and sold. The whole province has over 3,300 enterprises using digital platforms; nearly 5,389 enterprises using electronic contracts. This result shows that, although it is still in the early stages of the digital transformation process and the implementation time is not long, our province has gone in the right direction, chosen the right breakthrough points, and created the foundation for rapid and sustainable development.
