Ring Road 3 Project (Hue City): Construction cannot be started due to lack of land

(PLVN) - Ring Road 3 has an investment of more than 750 billion VND passing through Hue City. It is expected that after being built, it will contribute to completing the transportation system in the area, creating momentum for inter-regional socio-economic development. However, up to now, the site clearance has not been completed, so the project cannot be implemented.

In 2023, the project to build Ring Road 3 was approved by the People's Committee of Thua Thien Hue province (now Hue city). The route has a total length of 6.5km, passing through An Hoa, Huong Long, Kim Long, Thuy Xuan, and Duc wards. The project starts at Nguyen Van Linh Street at the intersection of National Highway 1A and ends at National Highway 49A at the intersection of Vo Van Kiet and Minh Mang with 3 sections. The road surface width is 36 - 42m; of which the median strip is 9 - 12m and the two-side sidewalks are 12 - 17m; asphalt concrete road structure.

The total investment of the project is over 750 billion VND, phase 1 is allocated 501 billion VND. The implementation period is 4 years. To serve the project, Hue City People's Committee will reclaim more than 43 hectares of land of various types. Phase 1 of the project will carry out site clearance and invest in the southern section of the route with a length of 3.6 km, build intersections, bridges on the route, and technical infrastructure.

According to Mr. Bui Ngoc Chanh, Director of the Land Fund Development Center of Thuan Hoa District, the project will affect 252 households in Thuy Xuan Ward and Duc Ward. It is expected that about 468 resettlement plots will be arranged for main and secondary households. After reviewing, the land fund for resettlement currently has about 120 plots in the villa housing area on Highway 1A - Tu Duc and Bau Va 4 resettlement area. The remaining households will have to wait for the authorities to invest in infrastructure for the resettlement area.

Hue City People's Committee has also agreed to plan 5 hectares of land in Thuong 2 area, Thuy Xuan ward to invest in infrastructure, arrange resettlement for households affected by the project, and it is expected that by the end of 2025, the infrastructure will be completed and the land will be handed over to households. At that time, the new site will be clean and qualified to be handed over to the investor and contractor for the project.

Authorities said that the graves have been inventoried and the first phase of compensation has been completed with a total cost of about 14 billion VND. The unit is continuing to implement the second phase of site clearance, expected to be completed on May 15.

In Phu Xuan district, the Ring Road 3 project passes through with a length of 2.9km. According to statistics, the entire route has 40 affected households, including 20 main households and 20 secondary households; the rest is agricultural land. Phu Xuan District People's Committee has directed relevant units to urgently complete site clearance work, ensuring handover to the investor in June 2025.

The investor said that the project has completed the selection of the construction contractor. Currently, the units are coordinating to implement the measurement work for compensation and resettlement. After completion, the Ring Road 3 project will contribute to completing the traffic system in the area as approved, preventing congestion, reducing traffic on National Highway 1A through Hue City. At the same time, it will create momentum for inter-regional socio -economic development, exploiting land funds on both sides of the road to attract investment.

Recently, at a working session with leaders of Thuan Hoa and Phu Xuan districts, Secretary of the City Party Committee Le Truong Luu emphasized that site clearance is a key task, which has a decisive impact on the progress of project implementation, the ability to disburse public investment capital, and economic growth, so localities are required to develop specific, clear, focused plans and implementation roadmaps for implementation.

Local leaders must regularly return to the grassroots and go to the field to review and grasp the work. For tasks within their capabilities, they must make quick decisions. For other problems, they must promptly report and propose solutions to promptly resolve them.
