The Duc Trong Square - Administrative Center Project, with a scale of 232.68 hectares, is a key project whose detailed planning was first approved in 2011 and has undergone 4 local adjustments, most recently in June 2025.

The project is implementing 2 sub-projects: Construction of traffic and technical infrastructure; Construction of children's houses. Notably, the sub-project on investment in construction of traffic and technical infrastructure has a total investment of over 693 billion VND, along with the cost of supporting site clearance of 290 billion VND. This sub-project designs 37 routes with a total length of 16.6 km.

Although construction started in 2023 and is expected to be completed in 2025, the implementation process has encountered many difficulties and problems, especially the lack of land for filling and the lack of guidance on implementing the project to create capital for investment in infrastructure and construction of the square.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized: The planning project still has many issues that need to be discussed and implemented in the coming time. The Vice Chairman also requested relevant departments and branches to coordinate in developing a specific project.
At the same time, assign the task to the Duc Trong Area Management Board: Review, calculate the compensation and resettlement plan for the remaining part and synthesize the report proposing financial handling for sub-projects or projects that have been implemented and are expected to be stopped. For projects that are being implemented but have not yet bid for construction and installation, they will be temporarily suspended to review the proposal accordingly.

He also emphasized that the planning of Duc Trong needs to be made in accordance with the 2-level local model.

At the same time, the Department of Finance is assigned to preside over and coordinate with the Project Management Board and localities to study and propose capital sources for compensation and site clearance of the Project.
