Disbursement of public investment capital in the Southeast region of the province: Accelerating, reaching the finish line

On November 14, 2025, the Provincial People's Committee issued a Decision on assigning the 2025 public investment capital plan from the local budget to agencies, units, communes, wards, and special zones with a total capital of 13,719.8 billion VND (rounded number). This is also the time when the regional construction investment project management boards (Regional Boards) under Board 2 in the Southeast of the province have clearly classified the journey, when some units have a capital disbursement rate of nearly 80 - 90%.

3 boards achieved over 78%

As of November 17, 2025, Phu Quy Special Zone Board has disbursed 27.3/28.7 billion VND of the plan, reaching 94.8%. With a capital amount not large compared to other regional boards on the mainland, plus not much affected by the merger, but with offshore conditions, it is also a remarkable effort.

Meanwhile, the La Gi Regional Board has a disbursement rate of 84.5% of the capital plan. In 2025, the total capital allocated according to the plan assigned to the La Gi Regional Board is 234.7 billion VND on 77 project categories. Up to now, the board has carried out tasks to approve the final settlement of more than 40 projects, and is reviewing and approving the final settlement of 17 projects. Currently, there are 6 projects, both transitional and new, under construction with a volume reaching 75 - 95%, except for 1 new project, Tan Thien Secondary School, which has completed 35% of the volume. Thanks to that, by November 17, 2025, 198.4 billion VND has been disbursed, reaching 84.5% of the capital plan.

Previously, in a meeting at the end of October 2025, the La Gi Regional Board requested the Department of Finance to promptly advise the Provincial People's Committee to issue a decision on capital allocation in the additional capital from the town budget (before arrangement) so that the treasury has a basis to transfer data to continue disbursing the remaining capital of the projects. Therefore, the Decision on assigning the 2025 public investment capital plan from the local budget issued by the Provincial People's Committee on November 14, 2025 has opened up favorable conditions for the board to push capital disbursement to VND 218.8 billion, reaching 93.2% by the end of November 2025. Accordingly, the board will continue to disburse capital to reach 100% as required.

The leader of the La Gi Area Construction Investment Project Management Board said that the projects that the board will implement in 2025 are mostly roads, schools, parks, medical stations, entertainment areas, etc., which do not require compensation or clearance. Some repair and upgrade projects already have available land. Many projects affect people's land, but after mobilizing and analyzing the benefits, people all donated land so that the projects could be built soon. That is the reason why the implementation of construction and disbursement of public investment for projects and works invested by the board have been smooth, without obstacles like in other places.

Next is the Construction Investment Project Management Board No. 2, which is directly the investor (Board 2). In 2025, there were 37 projects, and by November 17, 2025, the disbursement rate reached 78.2%, meaning that 310.9/397.8 billion VND had been disbursed. Of which, 2 major key projects had favorable disbursement progress. Specifically, the Ca Ty Apartment with a capital plan of 158.3 billion VND in 2025 had disbursed 95.8 billion VND by November 17, or 60.5%. As for the project to purchase medical equipment for Binh Thuan General Hospital with a capital plan of 91.7 billion VND in 2025, 100% of the capital has been disbursed.

The leader of Board 2 said that it is expected that by the end of November 2025, the board will disburse 326.5/397.8 billion VND, reaching 82.1% of the plan. The remaining amount will be disbursed by the end of December 2025.

8 boards on acceleration

By October 31, 2025, the disbursement rate of public investment capital in 2025 nationwide reached 54.4%, of which Lam Dong province reached 30.2% of the capital plan. According to information from Board 2, by November 17, 2025, 11 boards of Board 2 had a disbursement rate of 57%. Of which, 3 boards (Phu Quy, La Gi, Board 2) reached over 78%; 5 boards (Ham Tan, Bac Binh, Ham Thuan Nam, Tuy Phong, Tanh Linh) reached over 55.8% and 3 boards (Ham Thuan Bac, Duc Linh and Phan Thiet) reached over 36%.

Phan Thiet Regional Board has the lowest disbursement rate of 36.3%, due to compensation and clearance issues... But because it has the highest capital plan in Board 2 with 777.5 billion VND, the disbursed capital is also the largest. With efforts to remove obstacles, Phan Thiet Regional Board plans to disburse 73.2% by the end of January 2026. In addition, Ham Thuan Bac Regional Board has an investment capital plan for 2025 of 487.6 billion VND, the second highest after Phan Thiet, so the current disbursement rate of 52.2% is also creating pressure, when there is not much time left in the fiscal year. However, it is expected that by the end of November 2025, the board will disburse 211.7 billion VND, reaching 74%, then by the end of December 2025 it will increase to 81% and by the end of January 2026 it will increase to 96%.

According to the leader of the Ham Thuan Bac Regional Board, the disbursement of 105 projects to be implemented in 2025 is slow due to many reasons. Among them, there are projects that have volume but are waiting for capital, the Decision on assigning capital plan on November 14 of the Provincial People's Committee will help push the disbursement rate up according to the above plan. Besides, the board area has about 20 days of rain and wind causing flooding, greatly affecting the construction progress of the projects. In addition, the board has a project larger than 30 billion VND, the road from the center of Ham Thuan Bac to National Highway 1, which is stuck with site clearance of the remaining 43 households who have not yet handed over the land, because they are waiting for a clear compensation price. With the land area already assigned to 190 other households, the board will urge to speed up construction. During this time, there will be a specific land price for compensation for the remaining part and ensure disbursement according to plan.

Meanwhile, 5 regional boards including Ham Tan, Bac Binh, Ham Thuan Nam, Tuy Phong, Tanh Linh have had disbursement rates from 55.85 to 73% and are entering the acceleration phase with a plan set for the end of January 2026 to reach 95.6% or more. As for Duc Linh Regional Board, although it is currently only at 47.7%, after analyzing the situation, it has committed to reaching 100% disbursement rate by the end of January 2026.

Mr. Nguyen Minh - Vice Chairman of the Provincial People's Committee, Head of the Working Group to monitor, direct and deploy work for key projects in the Southeast region of the province, said that with the method of building a map of the disbursement progress of the projects, of each regional committee; resolving problems by day, by week; motivating construction units, the disbursement rate in 11 committees under Committee 2 has increased every week. In this direction, it is hoped that the Government's disbursement requirements will be met.
