Currently, the professional titles of preschool and primary school teachers are divided into grades I, II, III with different salary coefficients for each grade.
In previous draft versions of the Teachers Law, teachers were still divided into grades I, II, and III. However, in the latest draft of the Teachers Law submitted to the National Assembly for approval at the 9th session, it is expected that the teacher grades will be abolished.
Specifically, in the latest draft version, Article 12 stipulates the title of teacher as follows:
1. The title of teacher is the name that shows the qualifications, professional capacity and expertise of teachers at each level of education and training.
2. The title of teacher is determined according to the requirements of professional activities at each educational level and training level.
3. The appointment and change of teacher titles are carried out in accordance with the type ofeducational institution in the national education system.
4. The titles of teachers at each level of education and training are determined to be equivalent when meeting the conditions prescribed by the Minister of Education and Training .
5. The Government shall detail this Article.
Thus, this new draft no longer stipulates teacher titles according to ranks but will be determined according to the requirements of professional activities of each educational level and training level.
If this is passed, it means that there will no longer be the practice of promoting teachers from low to high ranks as is currently the case (grade III to grade II, or grade II to grade I).

According to many teachers, paying salaries based on job position and ability to meet the requirements of professional activities can help all teachers work more effectively and feel properly recognized.
A representative of the Department of Teachers, Ministry of Education and Training said that this change is consistent with the direction of amending the Law on Civil Servants, recruiting according to job positions. The latest draft of the Law on Teachers also stipulates salaries and allowances for teachers in Article 25.
Accordingly, teachers' salaries in public educational institutions are regulated as follows:
- Teachers' salaries are ranked highest in the administrative career salary scale system;
- Professional allowances and other allowances depending on the nature of the job and the region as prescribed by law;
- Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
Salaries of teachers in non-public educational institutions are implemented according to the provisions of the law on labor.
Teachers working in industries and professions with special policies are entitled to special policies according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.
