The person mentioned is Professor, Doctor of Science , Intelligence Officer Nguyen Dinh Ngoc (1932-2006), from Phu Xuyen District, Hanoi. In 1953, he joined the intelligence force of the Vietnam People's Public Security Force. He then went to Saigon to work and two years later he received a scholarship to study in France.
After 10 years of studying in Paris, with outstanding intelligence, Nguyen Dinh Ngoc graduated with 3 engineering degrees in different fields: Hydrology - Meteorology, Shipbuilding and Telecommunications. He then continued to receive two doctorates in Geography and Mathematics, becoming a rare Vietnamese person to be a professor teaching at prestigious universities in France.

In mid-1966, he returned to Vietnam, became a professor at the Saigon University of Science and taught at many universities in the South. Professor Nguyen Dinh Ngoc once said that at that time, a professor's salary could buy a car, but he always chose one-way streets and walked against the flow of traffic.
Before meeting his superiors, he usually walked more than ten kilometers. Walking and going against the flow of traffic not only helped him lose his pursuers, but also gave him the opportunity to look into the windows of oncoming cars to see if anyone was following him.
Passionate about science, Nguyen Dinh Ngoc never forgets his duty. Due to his work and social relationships, Professor Nguyen Dinh Ngoc provides important, timely and accurate information to his superiors such as:
72-hour advance notice to the Central Office of the South to evacuate in time to avoid a large-scale sweep operation into the base in the "concave" area north of Saigon in early 1970; forewarning of Lon Nol's coup to overthrow Prince Sihanouk (Cambodia), or that the new pro-American government would not leave the headquarters of the National Liberation Front of South Vietnam "independently" stationed on Cambodian soil.
Thanks to his outstanding achievements, after 1975, Minister of Public Security Tran Quoc Hoan invited Professor Nguyen Dinh Ngoc to the North, assigning him the task of accessing computer systems left by the US and receiving new computer systems from the Soviet Union.
From 1989 to 1994, he held the positions of Deputy Director, then Director of Department V17 (Department of Telecommunications and Information Technology, now the Department of Science, Strategy and History of the Public Security). He was the one who laid the foundation and most effectively developed the information technology and telecommunications network in the People's Public Security force.
In 1994, he was awarded the rank of Major General of the Vietnam People's Public Security by the Vietnamese government.
