Breeding cows - an effective and sustainable model
In the period of 2021-2025, in order to support people to escape poverty, the People's Committee of Vinh Hung district (old) has implemented many effective projects and livelihood models. Within the framework of Sub-project 1 - Supporting production development in the agricultural sector, the district has implemented a model of breeding cows with a central budget of nearly 1.36 billion VND, and the people have contributed about 362 million VND.

Breeding cows helps poor households have a natural revolving capital source, each breeding cycle is 12-15 months. This is a low-risk model, suitable for poor households with little land for production. The model does not require high technology, so it is suitable for idle and elderly households. This model supports 19 households to escape poverty, 37 households to escape near poverty. As one of the households facing difficulties in the commune, Mr. Pham Chi Hung's family (living in Kinh Moi hamlet, Vinh Hung commune) was supported with a breeding cow worth about 15 million VND, helping the family have more conditions to develop the economy . Mr. Hung shared: "The State supports 1 cow, I am very happy. I take advantage of the garden land area, natural grassland, reducing food costs. After breeding, the cow helps my family have more capital, which can be sold to buy things, improve life and invest in production".
In 2025, Vinh Hung commune still has 39 poor households with 147 people, accounting for 0.73%, down 0.3% (16 households) compared to the beginning of 2025. Near-poor households still have 175 households with 632 people, accounting for 3.29%, down 0.09% (5 households) compared to the beginning of 2025.
Chairman of Vinh Hung Commune People's Committee Nguyen Van Tuan said: "Sustainable poverty reduction is a major, important, consistent and continuous policy in the process of implementing the renovation, construction and development of the country. In the 2025-2030 term, the Vinh Hung Commune Party Congress set a target of striving for no poor households in the commune by the end of the term (according to the Central poverty standards for the 2025-2030 period).
To achieve this goal, the Commune People's Committee focuses on building and replicating at least 5 models and projects for poverty reduction, including production, business, service, tourism and start-up development, to create livelihoods, jobs and sustainable income for poor, near-poor and newly escaped-poverty households. In addition, the commune focuses on improving agricultural, forestry and fishery production capacity, applying new methods and techniques to increase income, contributing to creating sustainable livelihoods, helping people escape poverty sustainably.
Diversify support sources to create jobs and stable income
Recently, the People's Committee of Thanh Phuoc commune coordinated with the Vietnam Fatherland Front Committee of the commune and the commune's organizations to select beneficiaries to support production development in the agricultural sector, helping many households improve their livelihoods and stabilize their incomes.

Mr. Nguyen Van Thang takes care of the fish and feeds them regularly to ensure good growth and development.
Coming from Dong Thap province to start a business in the locality, Mr. Nguyen Van Thang (residing in Ca Sau hamlet, Thanh Phuoc commune) was happy to receive a support fund of 7 million VND from the National Target Program for Sustainable Poverty Reduction. He boldly raised more than 5,000 snakehead fish, opening up opportunities for family economic development.
Mr. Thang shared: “Thanks to the support of 7 million VND, I bought 2 nets and raised snakehead fish. After about 4 months, the fish weighed enough to sell commercially. Although capital is still limited, thanks to the enthusiastic support of the locality, I am assured to take care of the fish, gradually increasing my income and improving my family's life.”
Currently, Thanh Phuoc Commune People's Committee is implementing 3 projects. Of which, Project 1: Raising snakehead fish and frogs is managed by the Commune Farmers' Association, supporting 9 poor households and 1 disabled household without a stable livelihood. Each household is provided with 4,000 fingerlings (including 3,000 snakehead fish and 1,000 frogs), equivalent to a total support value of more than 14 million VND.
Project 2: Snakehead fish farming managed by the Commune Veterans Association, supporting 10 households who are poor, near-poor, newly escaped from poverty (within 36 months from the time of escaping from poverty), people with disabilities who do not have a stable livelihood, poor households with members who have contributed to the revolution and women who are poor households. Each household is supported with 4,000 fish fry, equivalent to a total value of nearly 14 million VND.
Project 3: Support for purchasing vehicles, managed by the Commune Youth Union, for 9 households belonging to the poor, near-poor and disabled households. Each household is supported with 12.3 million VND from the state budget to buy a vehicle.
At the beginning of 2025, Thanh Phuoc commune still had 34 poor households with 94 people. By the end of the year, this number had decreased to 24 poor households with 73 people, a decrease of 29.4% of the number of poor households in the area. Chairman of Thanh Phuoc Commune People's Committee Nguyen Chau Kim Ngan emphasized that increasing income and sustainably reducing poverty is one of the key tasks of the locality. According to the Resolution of the 1st Commune Party Congress, the goal by 2030 is to have no more poor households, with average income per capita increasing by about 48% compared to 2025.
“In the coming time, the commune will implement many specific solutions, continue to support people in developing their livelihoods, focusing on effective models such as snakehead fish farming, frog farming and agricultural models suitable to the conditions of each household. At the same time, the commune will coordinate with businesses and production facilities to create sustainable jobs and open short-term vocational training courses related to actual needs to help people have skills, jobs and more stable incomes,” Ms. Nguyen Chau Kim Ngan added.
The effectiveness of the projects has been demonstrated by the number of households escaping poverty and near-poverty, the significant poverty reduction rate and positive changes in people's lives. This is also an important foundation for communes and wards to continue to replicate livelihood models, apply new techniques, combine vocational training and link with businesses, towards the goal of no more poor households by 2030./.
