The Party Committee of the People's Committee of Da Nang City has proposed a plan to merge a number of Departments and dissolve a number of committees to streamline the apparatus in the spirit of Resolution No. 18-NQ/TW.
On December 4, news from the Office of the People's Committee of Da Nang City said that the Party Committee of the People's Committee of the City had a plan to merge a number of Departments and dissolve a number of committees to streamline the apparatus in the spirit of Resolution No. 18-NQ/TW.
The proposed plan to merge the Department of Finance and the Department of Planning and Investment has a new name, the Department of Finance and Investment, including 13 divisions, 106 staff, and 2 affiliated public service units: the Center for Enterprise Support and the City Institute for Socio-Economic Development Research (newly received).
The Department of Construction and the Department of Transport merged under the new name of the Department of Transport - Construction, consisting of 11 departments (4 departments reduced), 135 staff, and 13 affiliated public service units.
Merging the Department of Culture, Sports and Tourism with the new name of the Department of Culture, Sports and Tourism, taking over the task of managing information, press and publishing from the Department of Information and Communications, including 9 departments (reducing 3 departments, receiving 1 new department), 65 staff, keeping 11 affiliated public service units.
Merging the Department of Information and Communications, the Department of Science and Technology has a new name, the Department of Science and Information, including 8 departments (2 departments reduced, 1 new department acquired), 58 staff (8 staff reduced and transferred to the Department of Culture, Sports and Tourism).
Regarding the public service units under the two above-mentioned Departments, the plan of the People's Committee of Da Nang City proposes to merge the Center for Energy Saving and Technology Transfer Consulting with the Center for Technical Standards and Measurements. Merge the Center for Startup Support for Innovation and Creativity and the Center for Research and Training on Microchip Design and Artificial Intelligence. Merge the Center for Information and Monitoring, Smart Operation and the Center for Information Technology and Communications. Retain the Center for Information Technology Infrastructure Development and the Center for Biotechnology.
Merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment to include 7 departments (reducing 3 departments), 4 sub-departments, 7 public service units, and 212 staff.
It is expected to terminate the operation of the Department of Labor, War Invalids and Social Affairs, transfer the field of vocational education management to the Department of Education and Training, transfer the fields of social protection, children, gender equality, and social evil prevention to the Department of Health, and transfer the fields of labor, wages, employment, social insurance, and meritorious people to the Department of Home Affairs.
For the Project Management Boards (PMUs) under the City People's Committee, the plan also plans to dissolve the PMUs for investment in construction of agricultural and rural development works, and transfer tasks and personnel related to unfinished tasks and projects to other PMUs of the City People's Committee.
Merge the Priority Infrastructure Construction Investment Project Management Board and the Industrial Park and High-Tech Park Infrastructure Development Project Management Board.
The Project Management Board for Investment in Construction of Traffic Works is expected to receive tasks and unfinished projects from the Project Management Board for Investment in Construction of Agricultural Works and Rural Development.
For the Project Management Board for investment in construction of civil and industrial works and the Project Management Board for investment in construction of urban infrastructure development; Da Nang City People's Committee proposed 2 options: maintain the status quo (due to the large scale and volume of the project) or merge the 2 Project Management Boards.
Proposal to transfer the Investment Promotion and Support Board (a public service unit under the City People's Committee) to become a public service unit under the City People's Committee Office.
Convert the Danang Institute for Development Studies into a public service unit under the Department of Finance and Investment.
Propose to keep the Radio and Television Station as it is now; arrange the College of Culture and Arts and the Vocational College after arranging the departments and branches.
Plan to dissolve Danang General Publishing House Company Limited, arrange personnel to press agencies with suitable job positions, and resolve policies for redundant workers.
Proposing to maintain stability in the organization and operation of the City Development Investment Fund.
The Party Committee of the Da Nang City People's Committee is requesting the City Party Committee's Steering Committee's approval to report to the Prime Minister to terminate the pilot operation of the Food Safety Management Board; maintain the functions and tasks of this Board, and convert it into a Sub-Department under the Department of Industry and Trade.
Da Nang City People's Committee has completed the process and procedures to establish the Department of Food Safety.
