It is expected that in 2024, businesses and production facilities in the province will receive support of about 518.28 billion VND.

In recent years, Quang Tri province has actively implemented many preferential policies and investment support from the central and local governments to create favorable conditions for enterprises to expand production and business; innovate the application of technology, machinery and equipment as well as build product brands and trademarks, and enhance competitiveness.

According to the report of the Department of Planning and Investment, it is expected that in 2024, about 795 enterprises and production establishments in the province will be supported with a total amount of about 518.28 billion VND.

Accordingly, direct financial support activities of 18.78 billion VND were provided to 116 organizations and individuals ( agriculture 6.5 billion VND; investment support 8 billion VND, small and medium enterprises 1 billion VND, industrial promotion 2.69 billion VND; science and technology 90 million VND, tourism 500 million VND).

Support through tax exemption and reduction of VND 499.5 billion for 679 organizations and individuals according to the policy of reducing environmental protection tax rates on gasoline, diesel oil, fuel oil, lubricants, greases, kerosene, and jet fuel from January 1 to December 31, 2024 (according to Resolution No. 42/2023/UBTVQH15 dated December 18, 2023 of the National Assembly Standing Committee); reducing value added tax rate from 10% to 8% from January 1 to June 30, 2024 (according to Resolution No. 110/2023/QH15 dated November 29, 2023 of the National Assembly); Policy of 30% reduction in land rent in 2023 (deducted from land tax payable in 2024, according to Decision No. 25/2023/QD-TTg dated October 3, 2023 of the Prime Minister); preferential exemption and reduction of corporate income tax according to the provisions of the Law on Corporate Income Tax; preferential exemption and reduction of land rent according to the land rent collection policy.

It is known that in 2023, the province has implemented preferential policies and investment support for 5,444 organizations and individuals with a total support amount of about 636,294 billion VND. Of which, direct financial support is 12,833 billion VND; support through tax exemption and reduction is 623,461 billion VND.

Despite achieving some important results, in reality, some policies have low support levels while the documents and procedures for proposing support are quite complicated, so they are not attractive enough to attract businesses to participate. Information on support programs and policies reaching businesses and production facilities is still slow. In addition, beneficiaries have not been proactive in researching and grasping information and regulations on preferential policies of the central and local governments, so the support effectiveness is not high.

This reality requires relevant departments, branches and units to further strengthen the propaganda and dissemination of incentive programs and policies, investment support, especially newly issued incentive policies to enterprises and production and business establishments. At the same time, there should be specific and clear instructions on the process, documents, procedures, units receiving and processing support proposal documents to be announced and made public for people and enterprises to understand.

In addition, there should be training sessions and detailed instructions on the process and procedures for each support content to create favorable conditions for businesses and production and business establishments to easily access support policies and investment incentives applied in the area.
