To develop tourism into a key economic sector, the province has implemented numerous policies to encourage and enhance tourism development in a professional and modern direction. The Provincial Party Committee issued Decision No. 623-QD/TU on the Thanh Hoa Tourism Development Program for the period 2021-2025, assigning Party committees at all levels to focus on leading, directing, and creating favorable conditions for potential investors to invest in tourism projects and infrastructure to achieve breakthroughs in the tourism industry, implement a focused and targeted tourism promotion strategy at the national and international levels, and develop high-quality tourism human resources. Based on this, the Provincial People's Committee issued a plan to implement the Tourism Development Program for the period 2021-2025, assigning relevant departments, localities, and units to implement projects and programs based on their assigned tasks.
Leadership, guidance, and organization of tourism development tasks have been carried out seriously and effectively; tourism planning has been given strong attention, with the province having 57 tourism development plans, of which 51 have been approved, creating an important legal basis for management, attracting investment, and developing tourist areas and destinations.
Investment and development of tourism infrastructure continue to be strengthened. In 2025 alone, 19 tourism infrastructure projects were allocated funding with a total investment of over 1,176 billion VND, prioritizing investment in central routes and connecting to potential tourist areas and destinations. This serves as a leverage to attract tourism investment projects. Many key infrastructure projects include: the road connecting Tho Xuan Airport with the Nghi Son Economic Zone; the Nam Song Ma Boulevard; the road connecting the western districts of Thanh Hoa; and the National Highway 1A project connecting to the Hai Tien, Hai Hoa, Ben En, and Lam Kinh tourist areas. Simultaneously, several large projects are underway, such as the coastal road through Thanh Hoa province. This contributes to completing the infrastructure and strengthening transportation connectivity in key tourist areas and destinations.
The province has 76 tourism investment projects with a total registered capital of 154,700 billion VND. Several large-scale projects have been completed or are under construction, connecting tourist areas within the province and facilitating access for tourists to various tourist spots and scenic spots. Among these are large-scale projects with integrated, high-quality services, aimed at meeting the needs of both domestic and international tourists in the high-end segment, such as: the Sam Son City Beach Square and Festival Landscape Axis project, the Ben En high-end ecological tourism, resort and entertainment urban area, and the hot spring resort urban area in Quang Yen commune...

Tourism products and services are developing in a professional direction, such as: beach tourism, cultural-historical-spiritual tourism, community-based ecotourism, vocational tourism, traditional craft villages, agricultural farm development combined with tourism development, exploitation of the Hai Tien - Ne Island and Nghi Son - Me Island waterway tourism routes, forming attractive community tourism destinations such as Nang Cat village, Hieu village, Don village, Hang village, Ngoc village, and Ngam village.
To create a strong breakthrough and attract and serve tourists to Thanh Hoa, the province has opened training courses on state management of tourism; training in community tourism, cooking classes, and training and professional development for trekking tour guides. To date, the entire tourism industry has more than 62,000 workers, of which more than 52,000 have received training and professional development (accounting for 83.8%), meeting the requirements for accelerating tourism development in the context of deep integration.

Tourism business activities have yielded positive results. In 2025, the total number of tourists is estimated to reach 16.28 million, an increase of 6.1% compared to 2024 and achieving 101.8% of the plan; of which international tourists will reach 852,300, an increase of 18.4%. Total tourism revenue is estimated at 45,606 billion VND, an increase of 34.8% compared to the same period and achieving 100.2% of the plan. These impressive results affirm the increasingly important contribution of tourism to the province's economic growth.
With the significant achievements in tourism economic development already attained, in 2026, the province will continue to vigorously implement the set goals and plans, making tourism a key and leading green economic sector, helping to create jobs, improve people's income and living standards, and contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress.
