International public opinion highly appreciates the 'Hanoi Convention' on cybercrime recently adopted by the United Nations General Assembly

After the United Nations General Assembly (UNGA) adopted the UN Convention on Cybercrime ( Hanoi Convention), many UN officials spoke out in praise of this document.

On December 24, the United Nations General Assembly (UNGA) unanimously adopted the UN Convention on Cybercrime. According to Article 64 of the Convention, this document will be opened for signature in Hanoi in 2025 and will be called the “Hanoi Convention”. This Convention will come into force 90 days after being ratified by the 40th signatory country.

Welcoming this development, UN Secretary-General António Guterres said that this is the first legally binding document to be negotiated in more than 20 years. Mr. António Guterres assessed that the convention is a testament to multilateralism going in the right direction in difficult times and reflects the shared will of UN members to promote international cooperation to prevent and combat cybercrime.

In that sense, the UN Secretary-General expressed his belief that when it comes into force, the new convention will help ensure a safe cyberspace, and called on all countries to join the convention.

Meanwhile, President of the UN General Assembly Philémon Yang highly emphasized the importance of the “Hanoi Convention” and considered it a new tool to protect people in a world where information technology and digital space show great potential but also pose many threats.

For his part, Executive Director of the United Nations Office on Drugs and Crime (UNODC) Ghada Waly said that the adoption of the “Hanoi Convention” is a very meaningful victory for multilateralism, and at the same time an important step forward in the international community’s efforts to deal with cybercrimes such as child sexual abuse, online fraud or money laundering, etc.

Ms. Ghada Waly reaffirmed the UN's commitment to supporting all member states to sign, ratify and implement the convention, as well as being ready to provide the necessary tools and support to protect economies and ensure safety in cyberspace.

The International Police Organization (Interpol) stated that the UN General Assembly's adoption of the "Hanoi Convention" is an important milestone in the fight against threats from cybercrime.
