Delegate Truong Trong Nghia (Ho Chi Minh City Bar Association) debated the slow handling of social insurance debt that Mr. Dung had answered in the morning, saying that the situation was getting worse with a debt of more than 14,000 billion VND. He was "extremely surprised by this figure" and suggested that parties such as the National Assembly 's Judicial Committee, the investigation agency, and the court join together to handle it thoroughly.
With many years of experience in legal work, he affirmed that it cannot be said that there is no legal basis to criminally prosecute some cases of evasion and appropriation of social insurance money because this money has been deducted from the employee's salary. On the contrary, according to Mr. Nghia, there is absolutely a basis to resolve and "must review the responsibility of the supervisory agency" when there are businesses that have owed social insurance for decades without doing anything.
"The current legal system cannot say that it is powerless to not handle this situation," he affirmed.

Agreeing with delegate Nghia's debate, Minister Dung said that last month he advised the Prime Minister to issue a document assigning a competent agency to take the lead in handling violations more fundamentally and systematically.
Delegate Tran Van Tien (Vice Chairman of the Vinh Phuc Province Construction Association) expressed concern that the housing support package for workers has expired but only more than half of it has been disbursed. Mr. Tien asked the Minister to clarify the reasons and who is responsible?
Minister Dung explained that the National Assembly allowed the use of a maximum of VND6,800 billion in support to attract workers back to the market. After the National Assembly approved the policy, the Government issued Decision 08 to assign allocation criteria to provinces and cities. The support package used up more than VND4,500 billion. "All workers eligible for support have received money according to regulations," said Mr. Dung, adding that more than VND2,300 billion that had not been used up had been returned to the budget. The Ministry will seek opinions on using this amount to support workers in other packages and the decision-making authority belongs to the Government and the National Assembly.

Vocational training and human resource quality continued to be questioned by many delegates in this afternoon's session. Delegate Do Chi Nghia was concerned that Directive 21 set a target of 50-55% of high school students going to vocational schools. This is a high rate and according to Mr. Nghia, achieving it will be very difficult.
Minister Dung said the target rate of high school students going into vocational training by 2025 is 40-45%; by 2030 it will be 50-55%. Although the target is difficult and high, it is extremely important.
Regarding the stream, Minister Dung said that close coordination is needed between the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs. In which, the education sector is responsible for streamlining, while the labor sector prepares output, receives students so that when they enter vocational training, they can be trained immediately. Current vocational training facilities are capable of handling 3 million people. The goal in the coming time is that 9th grade students can enter vocational school immediately, then continue their studies.
Participating in the explanation, Deputy Prime Minister Tran Hong Ha said that Vietnam's labor productivity has not yet made a breakthrough. In the coming time, it is necessary to review issues related to the country's green growth, human resource development, education and training, and science and technology. All of these are related to one of the three strategic breakthroughs: human resource development.

National Assembly Chairman Vuong Dinh Hue assessed that 99 delegates registered to question, of which 35 directly asked questions and 11 delegates debated, showing their interest in this field.
