According to The Wall Street Journal, more than two years ago in Berlin, a group of senior officers of the German Armed Forces (Bundeswehr) began working on a secret document called "German Operational Plan" (OPLAN DEU).

It is a massive, 1,200-page strategy that envisions the deployment of up to 800,000 NATO troops eastward if war with Russia breaks out. The plan details routes for movement across ports, rivers, rail and highways, along with logistics systems for resupplying and protecting military convoys.

Crumbly infrastructure remains a major obstacle. According to the German government , 20% of motorways and more than a quarter of bridges need repair. Ports on the North and Baltic Seas need 15 billion euros in investment, of which 3 billion euros are earmarked for military modernization. Recent bridge failures that disrupted ammunition supplies to Ukraine have highlighted the vulnerability of transport hubs.

After German Chancellor Olaf Scholz announced an “epoch-making change” in 2022, Germany established a Territorial Command to coordinate its actions on the home front. The plan involves not only the military, but also the private sector, hospitals, police and civil services. It is a return to the concept of “whole-of-society defense” used during the Cold War.

Recently, defense giant Rheinmetall conducted a large-scale exercise in eastern Germany, building a barracks for 500 soldiers in two weeks. However, the test revealed many problems: lack of space for equipment, fragmented terrain, and the need for additional infrastructure. Such lessons are constantly incorporated into OPLAN updates.
