School Tours Stopped Due to Administrative Arrangements: Don't Be Rigid

While many schools in Ninh Thuan have stopped, schools in other localities are still planning to organize tours for teachers after the end of the 2024-2025 school year using their own funds as in previous years.

Regarding the case of Ninh Thuan temporarily suspending school tours and tourism activities in the area due to the reason of organizing administrative unit mergers, on May 19, Tuoi Tre Online recorded that in many provinces in the South Central and Central Highlands, this event is still planned to be organized normally as every year.

Schools in Ninh Thuan must stop field trips

Not only schools in Ninh Hai district (Ninh Thuan) have to stop organizing tours for teachers and staff after the end of the 2024-2025 school year as reported by Tuoi Tre Online , but schools in this province have also stopped their travel plans.

Ms. Nguyen Thi Thu Thao - Principal of Tran Phu Secondary School (Phan Rang - Thap Cham city ) - said that the school plans to organize a tour as soon as the 2024 - 2025 school year ends.

However, due to the directive from the province and city on temporarily suspending the organization of provincial working groups to survey, research, and learn from experiences in provinces and cities to focus on the work of arranging and merging administrative units, the school has stopped this plan.

In Thuan Nam district, the Departmentof Education and Training of this district has a document requesting to stop organizing tours outside the province.

Previously, Phuoc Ha Secondary Boarding School for Ethnic Minorities submitted a proposal to organize summer field trips for the 2024-2025 school year in Da Nang City and Hue City . However, the Department of Education and Training of Thuan Nam District issued a document not agreeing to allow the school to organize field trips outside the province.

Speaking with Tuoi Tre Online , a leader of the Department of Education and Training of Ninh Thuan province said that the department has not issued any document directing schools to stop visiting and traveling, but only follows the directive of the Provincial People's Committee.

"Currently, there has been no record of any units under the management of the department reporting on this matter. As for secondary and primary schools, they are managed and directed by the district level, so the department is not aware of it," said the department leader.

No budget, why ban it? Don't be mechanical and rigid.

Meanwhile, according to Tuoi Tre Online , many teachers and education managers in neighboring localities still support schools organizing tours for teachers and staff to relax after a stressful school year with voluntary and self-funded funds.

Mr. Tran Van Vuong, Head of the Department of Education and Training of Dak Mil District (Dak Nong Province), said that stopping field trips, learning experiences, and traveling using the state budget is completely correct. However, this should not be equated with field trips and learning experiences organized by schools for teachers using their own contributions and savings.

"Teachers go on summer vacation during the time allowed by law to rest. They contribute their own funds, do not take any budget, and do not affect their professional or political duties. Even after a stressful year of teaching, resting to recharge and renew their spirit is necessary and should be encouraged," said Mr. Vuong.

According to Mr. Vuong, some places have mechanically applied directive documents, leading to preventing or making it difficult for schools to organize tours for teachers.

"While teachers are prevented from using their own money to travel, there are places where officials still use the budget to combine business trips with vacations, which is absurd," Mr. Vuong commented.

From Dak Lak, Ms. Phan Thi Bich Muoi, principal of Luong The Vinh Secondary School, Buon Ma Thuot city , also said that her school planned to organize a vacation for staff and teachers after the year-end ceremony.

"We will summarize on May 28 and travel for 3 days, from May 29. Everyone voluntarily contributes money, without touching the budget. If we don't go right after the summary, it will be very difficult to organize because from June 1, we will start recruiting 6th grade students, taking 10th grade exams, and in July, everyone has their own plans with their families" - Ms. Muoi shared.

She believes that traveling is not simply "going out", but also a collective bonding activity after a stressful school year. "This is a precious time for teachers to share and bond together. From there, the collective will be more united and unanimous when entering the new school year. Many places misunderstand and prohibit this, which is very unrealistic," she said.

"Instead of banning it, education departments can guide schools to organize it after completing the program and summarizing the school year. This trip absolutely does not use the state budget and must have a clear plan report for the management agency to monitor," a high school principal in Dak Lak suggested.

Currently, Dak Lak and Dak Nong have no official regulations prohibiting teachers from spending their own money to travel and visit during the summer.

Ms. Chau Mong Tuyen - teacher at Hoa My Tay Primary School (Tay Hoa district, Phu Yen) - shared that the end-of-school-year field trips and picnics were planned in advance by the school's trade union and the funding was all voluntary contributions from teachers, not from the state budget or parent funds.

Mr. Nguyen Huu Danh - Head of the Department of Education and Training of Dong Hoa town (Phu Yen) - said that the arrangement of administrative units does not affect or relate to schools. The source for field trips does not use state funds, so organizing field trips and picnics at the end of the school year should still be held normally.

Mr. Do Huu Quynh - Deputy Director of Khanh Hoa Department of Education and Training - said that field trips and tours outside the province organized by schools at the end of the year are usually voluntary.

"Going on field trips and learning from experience but using state funds is not allowed" - Mr. Quynh said.
