This is the content of the guidance document of the Vietnam General Confederation of Labor sent to the Central and equivalent industry unions, and the affiliated Corporation unions, to implement Resolution 60/2025 of the 11th Conference of the 13th Party Central Committee, regarding the content of restructuring the trade union apparatus.
The Presidium of the General Confederation of Labor also requested units to urgently reorganize, dissolve, downgrade the organization or terminate the activities of the executive committee, standing committee, and inspection committee of trade unions at the direct superior trade unions at the grassroots level and at the grassroots trade unions at: administrative agencies; public service units receiving 100% of the budget; and armed forces units (not subject to the Vietnam General Confederation of Labor).
The deadline for completing the dissolution of the organization and ending the activities of the above-mentioned trade union committees is before June 15.
The suspension of union dues and union funds will begin on June 1, applicable to the above-mentioned subjects. The order and procedures for reorganization must comply with the Vietnam Trade Union Charter and related guiding documents.
Regarding personnel work, the General Confederation of Labor requires units to review and synthesize the number of full-time union officials, and at the same time propose options: Number of officials to continue to be assigned to industry unions and general corporation unions; number of officials wishing to resign or transfer jobs; job arrangement plans, and appropriate policies and regimes.
For full-time union officials who are not on the civil service payroll, units need to coordinate with employers and party committees of ministries and branches to propose appropriate job arrangements according to their capacity and actual conditions.
The General Confederation of Labor also especially noted that higher-level unions need to do a good job of ideological work, ensuring psychological stability for cadres, union members and workers in the process of streamlining the organization, and implementing in accordance with the policies of the Party, State and General Confederation.
This policy is part of the roadmap to reform the trade union apparatus in a streamlined, efficient manner, suitable to practical conditions, avoiding overlap and improving the quality of trade union activities in enterprises and non-state sectors.
