Experience in developing voluntary social insurance in Gia Loc

With flexible and practical approaches and the participation of the entire political system, Gia Loc district (Hai Duong) has achieved many positive results in developing voluntary social insurance and health insurance.

In Yet Kieu commune, people are no stranger to Mr. Le Cong Hien, a retiree who is still enthusiastic about social insurance and health insurance. Born in 1959, and having worked as a war invalids and social affairs officer in the commune, Mr. Hien "got involved" in mobilizing people to participate in voluntary social insurance since 2008.

Having no fixed office, Mr. Hien takes advantage of every conversation to promote the benefits of social insurance and health insurance in crowded places such as markets or coffee shops. “By understanding people’s thoughts and understanding the knowledge and meaning of social insurance, I can give correct and accurate advice,” he said.

In particular, to maintain the re-participation rate, a key factor in the sustainable development of voluntary social insurance, Mr. Hien has a very methodical approach. Every month, he records a complete list of voluntary social insurance participants and closely monitors the next payment deadline. Before the deadline, he makes a list for each village and closely coordinates with the village chief and deputy chief to notify and urge people to continue paying insurance. The village chief not only helps notify but also supports direct collection, helping to mobilize people to continue participating smoothly and effectively.

The entire Yet Kieu commune currently has over 300 people participating in voluntary social insurance, over 4,000 people participating in household health insurance, the health insurance coverage rate is about 93.8%. Of which, Mr. Hien alone has developed 200 people to participate in voluntary social insurance. In the first quarter of 2025, he exploited 13 new people to participate in voluntary social insurance and 20 people to participate in household health insurance.

Mr. Hien is one of five individuals awarded by Gia Loc District Social Insurance for outstanding achievements in the first quarter, and is also a typical face recognized by the district for 3 consecutive years.

Formerly a worker, Ms. Vu Thi Vui (Thong Kenh commune) had paid compulsory social insurance for nearly 6 years and 5 months. After quitting her job, not having enough time to receive her pension, she thought about receiving a one-time social insurance payment.

But thanks to the enthusiastic advice of Gia Loc District Social Insurance officers, she decided to continue participating in voluntary social insurance from 2020. In August 2024, she completed 20 years of contributions and started receiving a pension from September 2024 at more than 2 million VND/month. The amount is not large, but it is a support that helps her feel secure when she retires. "Now I feel secure with a monthly salary, which reduces some of my worries about my children and grandchildren," Ms. Vui confided.

From basic to extensive

As of April 2025, Gia Loc district had 4,760 people participating in voluntary social insurance, reaching 82.75% of the annual plan, an increase of 233 people compared to December 2024.

Regarding health insurance, 105,954 people participated, reaching 92.64% of the annual plan, of which 35,097 people participated in family health insurance. These results are the result of strong direction from the district to each commune, village and hamlet.

Deputy Director in charge of Gia Loc District Social Insurance Nguyen Xuan Bac said: "We closely follow the targets assigned by the province, coordinate and advise the District Party Committee and District People's Committee to issue directives and assign specific targets to each commune and each collection officer."

The Standing Committee of Gia Loc District Party Committee has issued a Directive on strengthening leadership and direction in social insurance and health insurance work for the period 2023 - 2025. The district's social insurance has organized the signing of contracts with collection service organizations, assigned development targets to each employee, organized extensive propaganda campaigns through the loudspeaker system, conferences, distributed leaflets, launched media campaigns...

In May 2025, Gia Loc is implementing the National Social Insurance Campaign Month with a series of activities such as organizing campaigns, hanging banners and slogans, and organizing seminars to disseminate the revised Law on Social Insurance, effective from July 1, 2025.

Not stopping at general propaganda, the District Social Insurance also mobilized cadres and employees to set an example, take the lead, and create trust by participating in social insurance and health insurance for relatives.

In addition, the District Social Insurance also coordinates with schools, associations, and local authorities to carry out propaganda work in small groups, suitable to the characteristics of each village and residential group. This coordination network helps information reach people more closely, and policies become more practical in life.

With a flexible and systematic approach, Gia Loc is always in the top of the province in developing social insurance and health insurance participants. From specific numbers, specific people and practical actions, the district has been showing that when the right policies are implemented by dedicated people, the results will exceed expectations.

The experience from Gia Loc is a concrete demonstration of the power of multi-sectoral coordination, effective communication and especially the participation of each individual in mobilizing the support and response of the people.
