Authorities inspected and seized a batch of fake cosmetics of major brands at a store in Bac Tu Liem district.

Many types of goods are counterfeited and imitated .

According to the Hanoi Market Management Department, the situation of production and trading of counterfeit goods, goods infringing on intellectual property rights, and goods of unknown origin is still complicated. Violating goods in many fields and products such as: Clothing, footwear, household appliances, cosmetics... with the common characteristic of using labels and packaging of reputable businesses; counterfeiting famous domestic and foreign brands.

Surveying many locations advertising cheap branded goods both directly and online, the reporter found that many items of the same type have quite large price differences. At a clothing store with a sign saying "cheap quality surplus goods" on Nhan Hoa Street (Thanh Xuan District) which is always bustling with customers, the seller advertises shirts and dresses with foreign brand labels for only over a hundred to several hundred thousand VND/product. During clearance periods, the price is reduced to several tens of thousands of VND/product or "combo" sales of 3 to 5 products at the same time at quite cheap prices, so customers do not have to hesitate much when buying.

In another product line, Ms. Nguyen Thao Hoa (Dich Vong Hau ward, Cau Giay district) shared that she had searched to buy a handbag from the brands “Coach” or “Furla” but each store quoted a different price, from 1.5 million to 11 million VND. The seller explained that the price difference was related to the source of imported goods, some places “guaranteed” genuine products with barcodes and QR codes, while places selling surplus products had cheaper prices, or some products were fake type 1 (“fake 1”), type 2 (“fake 2”)... meeting the financial capacity of consumers to choose.

The reason why counterfeit goods exist in many areas is that consumers do not have much knowledge and information about distinguishing counterfeit goods and are afraid to sue when buying counterfeit products. In addition, there is a group of consumers who like to use famous branded goods but at a cheap price that is suitable for their finances, so some businesses still secretly trade in this type of goods to make a profit.

Hanoi Market Management Force said that in 2023, this agency detected, prevented, inspected, and handled dozens of cases with many subjects trading and transporting goods of unknown origin such as food, cosmetics, consumer goods, etc. It is forecasted that in the coming time, this situation will continue to develop complicatedly and tend to increase, causing socio -economic damage, especially to legitimate businesses and creating concerns for foreign investors.

Focus on inspection and control

Deputy Director of the Hanoi Market Management Department Duong Manh Hung said that the market management force will regularly coordinate with the police, customs, tax, and departments at all levels to organize raids, inspect, and strictly handle large chains, groups, gathering points, units, and ringleaders producing and trading counterfeit and poor-quality goods. Along with that, it will focus on inspecting and controlling groups of goods, brands, geographical indications, and industrial designs that are at high risk of being infringed.

According to Mr. Duong Manh Hung, there are some ways to distinguish genuine and fake goods through the design and packaging of the goods such as: Distinguishing through the brand name and trademark. For fake goods, the brand name and logo are often unclear...; there are scratches on the packaging, old colors, blurred colors, unclear production date, expiry date, ingredients, and instructions for use; distinguishing through barcodes; distinguishing through QR codes.

In addition, Mr. Duong Manh Hung also recommends that people should buy goods from reputable, branded businesses with full invoices, documents, and labels in accordance with the law. And more importantly, people need to consider buying genuine goods with clear origin as a matter of course, and not assist those who produce fake goods of unknown origin.

According to the National Competition Commission, a common feature of commercial fraud is that subjects exploit consumers' psychology of liking to buy cheap goods to create virtual sales accounts with false advertising content, exaggerating the functions, uses, quality, and prices of goods. Therefore, the National Competition Commission recommends that consumers proactively improve their knowledge and skills to avoid the risk of fraud. In addition, it is necessary to screen and carefully check advertising and sales information about goods, the identity of the seller, choose reputable addresses, transparent payment methods; be careful when receiving information inviting to buy cheap goods or receive commissions from purchases. In case of detecting signs of violations, consumers need to report to state management agencies or to the police, and at the same time, proactively share information so that relatives and friends know and avoid.
