According to the Head of the Department of Culture and Society of Ngoc Ha Ward, in recent years, the People's Committee of the old Ba Dinh District and the People's Committee of Ngoc Ha Ward have always paid attention to implementing state management in the field of protecting and promoting the value of relics in the area. Every year, the competent authorities have issued a plan to direct the organization of relic management, pay attention to propaganda work, inspect the activities of relics according to regulations; promptly complete the relic management sub-committee.
Implementing the two-level local government model, Ngoc Ha Ward People's Committee has continued to strengthen state management in the field of protecting and promoting the value of relics in the area.
Immediately after receiving information about the "fortune-telling" activity at Dong Nuoc Temple, Ngoc Ha Ward People's Committee conducted a review. Accordingly, the person appearing in the image is Mr. PXT (born in 1970, from Nguyen Trai Commune, Hung Yen Province, currently residing at No. 19, Alley 173/63 Hoang Hoa Tham, Ngoc Ha Ward, Hanoi ). According to the report of the grassroots cadres, Mr. PXT was assigned by the villagers and grassroots cadres of different periods to look after Dong Nuoc Temple since 1996.
Since 2023, during the process of restoring and embellishing the relic and since the reorganization and change of some members of the relic management subcommittee, anonymous petitions have been received related to the relic... The People's Committee of the old Ba Dinh district and the People's Committee of Ngoc Ha ward have organized inspections and rectified the existing problems of the relic.
On July 30, 2025, Ngoc Ha Ward People's Committee received a complaint on the iHanoi application about "The Monument Board has been providing food, accommodation, regular activities and organizing fortune telling at the monument for many years now"... Receiving the complaint, Ngoc Ha Ward People's Committee verified and responded on the iHanoi application according to regulations; in which it was determined that in the Dong Nuoc Temple relic area, only Mr. T was assigned to take care of the temple from 1996 to present (with temporary residence declaration according to regulations). Ngoc Ha Ward People's Committee requested Mr. PXT to strictly comply with the provisions of the law and strictly prohibit superstitious acts at the relic.
On November 5, 2025, the People's Committee of Ngoc Ha Ward directed the Department of Culture - Society, the Ward Police, and related units to inspect and clarify the contents. Attending the meeting were all members of the relic management subcommittee, representatives of the Party committee, and residential groups. The inspection team agreed on a number of contents requiring the relic management subcommittee to stop Mr. PXT's membership role from November 5, 2025; temporarily stop performing the spirit medium ritual at the relic to clarify related contents; strictly and fully implement the provisions of the law on religious activities...; ensure security and order, fire prevention and fighting, environmental sanitation....
The ward police strengthen the work of grasping the situation, promptly handling and resolving arising issues, ensuring security and order, fire prevention and fighting; the Department of Culture and Society regularly inspects and guides the operation of relics in accordance with regulations; promptly advises and reports on handling arising issues in accordance with regulations.
In the coming time, the People's Committee of Ngoc Ha Ward will strengthen the propaganda and dissemination of legal regulations on religious activities, raise awareness among people and the community; regularly inspect and monitor activities at relics, promptly resolve arising issues, ensure security and order; rectify and request the relic management subcommittee to strictly implement regulations on management, conservation, preservation and promotion of relic values; at the same time coordinate with competent authorities to thoroughly handle the incident, propagate and stabilize public opinion.
