On October 17, in Xuan Quang commune, Lao Cai province, EVN held an inauguration ceremony for the Lao Cai - Vinh Yen 500 kV transmission line project (Project). Deputy Prime Minister Ho Duc Phoc attended the ceremony.
This is a project to welcome the success of the first Government Party Congress for the 2025-2030 term, towards the 14th National Party Congress.
Previously, the Project was successfully energized on September 30, 2025, completed 8 months ahead of schedule compared to the original plan according to the project investment policy decision approved by the Prime Minister.
According to Mr. Pham Hong Phuong, Deputy General Director of EVN, in the past 6 months of construction, the Project has faced many difficulties and challenges, from harsh weather conditions, rugged mountainous terrain, complex geology, large amount of site clearance... to urgent progress requirements.
However, with implementation experience, high determination and outstanding efforts of EVN, Power Project Management Board 1, consulting units, construction contractors, material and equipment suppliers... the project is always implemented urgently, synchronously and effectively.
In particular, Mr. Pham Hong Phuong said that EVN and its units always receive close attention and direction from the Government, the Prime Minister, the State Steering Committee for important national programs, works and projects, key energy sectors, along with close coordination and support from the Ministry of Industry and Trade, Ministry of Finance, Ministry of National Defense, Ministry of Public Security, Ministry of Agriculture and Environment, and related ministries and branches.

The project also received support, companionship and active direction from Party committees, authorities, Fatherland Front and people of Lao Cai and Phu Tho provinces, along with timely support from Military Region 2, police forces of provinces and communes where the project passes through, the Central Committee of the Ho Chi Minh Communist Youth Union and the youth shock force of Lao Cai and Phu Tho Provincial Youth Unions.
In addition, the team of skilled officers, engineers and workers mobilized and reinforced from units such as those under the National Power Transmission Corporation have promoted a high sense of responsibility, not afraid of hardships, overcoming the sun and rain, working day and night, through holidays and Tet at the construction site, ensuring that the items are completed on schedule and with quality assurance.
Mr. Pham Hong Phuong emphasized that with the spirit of determination and the highest effort, organizing the construction "4 on-site", "3 shifts, 4 teams", "overcoming the sun, overcoming the rain", "through holidays, Tet, and days off", after more than 6 months of construction, the Project has completed the main construction volume, including: Digging nearly 1.8 million m3 of soil and rock in the foundation pit; pouring nearly 110,000 m3 of concrete with about 7,500 tons of steel reinforcement; manufacturing and assembling 55,000 tons of steel poles; pulling and laying more than 6,000km of cables of all kinds (26 conductors, lightning protection wires and optical cables).

Expressing the will of Vietnamese workers in the new era
Mr. Phan Van Anh, Vice President of the Vietnam General Confederation of Labor, said that the 500 kV Lao Cai - Vinh Yen transmission line project is a project jointly launched by the Vietnam General Confederation of Labor and EVN with the theme: "Three pioneers - Two responsibilities". The emulation movement at construction sites has become a flame of inspiration, connecting the will of tens of thousands of cadres, engineers, and workers, fostering the spirit of solidarity and determination of workers with a common aspiration of "Completing as soon as possible, most safely, and most effectively".
"In the Project, we have witnessed many times the images of workers on the construction site in the midst of rain, wind, scorching sun and thick fog, still resiliently and quietly completing their tasks. They are a living symbol of the spirit of patriotic emulation, a testament to the strength and determination of the Vietnamese working class in the new era.
The success of the emulation movement to build the 500 kV Lao Cai - Vinh Yen line today is the result of a journey of efforts and determination in leadership and direction; the strength of solidarity and responsibility of each union member and worker converging into a unified block," Mr. Phan Van Anh expressed.

Applying many innovations in construction
The contractor's representative, Mr. Bui Quang Canh, Director of Power Construction Company No. 4, said that during the project's construction, there were many initiatives, innovations and advanced technologies applied for the first time in Vietnam, bringing many benefits.
Specifically, for the foundation construction, the contractor used many specialized equipment, thoroughly applying mechanization to speed up the foundation excavation progress to ensure quality requirements.
As for pole erection and wire pulling, many locations on the route use large-tonnage cranes to erect poles, applying many innovations in construction, speeding up the progress of erecting tube busbar poles and overpass poles.
Using flying equipment to pull and spread the bait wire, the synchronous hydraulic braking device can simultaneously pull and spread 4 large-sized conductors with long anchorage spans, to speed up the construction progress of pulling large wire spans, crossing forests, mountainous terrain, rivers, lakes, traffic intersections, etc., protecting the environment and construction quality.

The 500 kV Lao Cai - Vinh Yen transmission line project is a national key project, with the scale of the project being a 500 kV double-circuit transmission line with a total length of 229.5 km, with a total of 468 pole foundation locations.
The project passes through the territory of Lao Cai and Phu Tho provinces (formerly 4 provinces, including Lao Cai, Yen Bai, Phu Tho and Vinh Phuc), with the starting point being Lao Cai 500 kV Transformer Station and the ending point being Vinh Yen 500 kV Transformer Station.
The total investment of the Project is more than 7,410 billion VND, arranged from Vietcombank's loan capital of 80% and EVN's counterpart capital of 20%.
To ensure synchronous and effective operation, the Lao Cai 500 kV Transformer Station Project Phase 2 with a total investment of more than VND 1,564 billion has also been completed with construction items and energization of the 500 kV distribution yard and 500 kV transformer to synchronize with the Lao Cai - Vinh Yen 500 kV transmission line project.
After being put into operation, the 500 kV Lao Cai - Vinh Yen line will be able to transmit about 3,000 MW from hydropower plants in the Northwest region and neighboring provinces to the national grid and increase the ability to import electricity. At the same time, it will create a strong connection between regions in the power system; improve the ability to operate safely and stably for the national power system; reduce power loss in the transmission grid; and increase the efficiency of EVN's electricity production and business.
