- The road from Provincial Road 226 (DT.226) to the center of Hung Son commune, Trang Dinh district is winding and narrow, but large vehicles often pass by. The fact that large vehicles frequently travel on the small road not only makes it difficult for people to travel, but also often creates noise and dust where the vehicles pass.
Hung Son commune is located in the south of Trang Dinh district. The commune center is 5 km from the district center. The commune has 9 villages, 953 households with over 4,000 people. The commune has 1 main road, district road DH.09A, the road surface is about 3.5 m wide and over 4 km long.
Living with dust and noise
One day in mid-April 2025, we arrived at Hung Son commune, Trang Dinh district. On a road about 4 km long, with a road surface of more than 3 m wide connecting provincial road DT.226 to the center of Hung Son commune, it was not difficult for us to see large trucks carrying materials passing by, occupying almost the entire road.
In just over an hour on this road, we counted 15 large trucks passing by. Due to the narrow road surface So when large trucks pass, most other vehicles cannot move or must quickly find a place to avoid the trucks from passing.
Mr. NKT, a resident of Ban Chu village, Hung Son commune, said: In Hung Son commune, there is a sand and gravel mine of Gia Loc Joint Stock Company. To transport sand and gravel, this unit uses very large trucks, which occupy almost the entire roadway when moving, making it difficult for people to travel. Not only that, the trucks carrying materials often pass by, causing loud noise and causing dust to fly everywhere. My family and most of the households living on both sides of the road have to install tarpaulins and cloth covers in front of their houses to reduce dust.
Not only Mr. NKT’s family, many other households in Hung Son commune also have to live with dust and noise caused by vehicles transporting materials from the sand and gravel mine in Hung Son area that regularly travel through this route. Local residents said that recently there have been traffic collisions between trucks transporting sand and gravel and motorbikes and bicycles of local residents.
Not only directly affecting people's lives, the frequent passage of material trucks also causes the roads to deteriorate. According to the reporter's actual records, on the DH.09A route from the beginning of DT.226 road turning into the center of Hung Son commune, there are more than 10 degraded and damaged road points...
The mining vehicles traveling through this road have been going on for more than ten years, but recently, the traffic density has increased, the vehicle load is large, there are signs of oversize and overloading on the road, causing more dust and noise, and more road degradation.
In response to the people's complaints, we discussed with the leaders of Hung Son Commune People's Committee to clarify. Mr. Nguyen Khac Hien, Vice Chairman of Hung Son Commune People's Committee, said: The Commune People's Committee has also grasped the situation of vehicles transporting materials from the sand mine of Gia Loc Joint Stock Company causing noise and dust affecting the lives of people, especially people living in 4 villages where the DH.09A road passes through. The Commune People's Committee has coordinated with relevant agencies and units to find immediate solutions. However, in the long term, a fundamental solution is still needed to overcome the problem.
Find a permanent solution
Faced with the situation of large-sized, heavy trucks frequently moving on the main road of Hung Son commune, causing dust, noise, and occupying the roadway, affecting people's lives, all levels, sectors, and sand mining enterprises have had solutions to overcome this.
Accordingly, the mining company has established a cleaning team of 3 people to clean up and clear up scattered materials along the road; arranged water trucks to water the road surface 12-14 times a day to minimize dust. Along with that, the unit has proactively provided financial support to overcome cases of affected and damaged property.
Along with that, relevant agencies have organized to put up signs prohibiting trucks and cargo vehicles from entering the route at two fixed time frames: in the morning from 6:30 to 7:30; in the afternoon from 15:45 to 16:45 to reduce the traffic of trucks and cargo vehicles during rush hour.
However, these solutions are only temporary, people are still very miserable when having to live next to a small road with large cargo vehicles frequently passing by, causing dust, noise, and potential danger. On May 27, 2024, the People's Committee of Hung Son commune also issued Plan 56a/KH-UBND on propaganda and mobilization of people to donate land to expand the commune's main road from DT.226 road to the People's Committee of Hung Son commune. According to the plan, the roadbed will be widened by 7 m, of which the road surface is 5 m wide; the implementation cost will come from socialized sources. Although the plan has been issued for nearly a year, the implementation is still slow.
Faced with such difficulties that people are facing, it is necessary for relevant levels, sectors and units to continue implementing immediate remedial measures (such as maintaining road cleaning; watering; maintenance; strictly implementing driving time regulations; ensuring compliance with regulations on speed, traffic safety...). On the other hand, speed up the expansion of DH.09A road. Thereby creating favorable conditions for people's daily life and production development, while creating conditions for businesses to operate production and business in accordance with regulations.
On April 24, 2025, Trang Dinh District People's Committee issued Document No. 1514/UBND-KTHT&DT on strengthening inspection and handling of vehicles carrying sand and construction materials with signs of overloading, causing traffic insecurity and damage to traffic infrastructure. Especially on route DH.09A and provincial route 226 (DT.226), passing through Hung Son and De Tham communes, affecting people's lives, causing traffic insecurity and seriously damaging traffic infrastructure. Accordingly, the District People's Committee requested relevant agencies to strengthen patrols, control and strictly handle violations of transporting oversized and overloaded goods. The authorities shall advise and deploy the installation of load limit signs on roads according to the management hierarchy; inspect and supervise the compliance with environmental protection regulations for the exploitation of stone, sand and gravel for common construction materials and the transportation of construction materials in the district. Units exploiting and transporting construction materials in the area must strictly comply with regulations on load, vehicle size, circulation time, dust and noise treatment during the exploitation and transportation process, etc. | |
