The meeting also announced the decision of the Standing Committee of the Ho Chi Minh City Party Committee on the establishment of the Steering Committee for the development of the Ho Chi Minh City urban railway network system.
According to the decision, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen is the head of the Steering Committee; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc is the permanent deputy head of the committee.
Deputy Heads of the Steering Committee include: Standing Deputy Secretary of the City Party Committee Nguyen Thanh Nghi, Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council Nguyen Thi Le; Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc.

Expanding railway and urban railway networks in the new situation
Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in order to complete the goal of developing the urban railway system, the city needs to update the additional planning route with a vision of expanding regional connectivity to have optimal investment solutions; upgrade the management board to a more suitable model.
Regarding financial plans, Ho Chi Minh City continues to call on many economic sectors to invest, clear land, and provide policies and mechanisms. At the same time, it is necessary to discuss in depth to find specific solutions to achieve and exceed the goals of the urban railway system development project.
In addition, there are specific and special policy groups such as capital mobilization; investment implementation procedures; urban development according to the TOD model; railway industry development, technology transfer and human resource training; construction material and dumping site policies; collection and use of revenue in the TOD area.
At the same time, mobilize capital through loans issued by local government bonds; organize bidding to select investors for projects using land for urban development and improvement.
According to Mr. Duoc, when Ho Chi Minh City's boundaries expand, merging Binh Duong and Ba Ria - Vung Tau , the issue of expanding the railway network needs to be raised.
Currently, the Politburo has approved the adjustment of Resolution 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City. In which, major policies in Resolution 66 and Resolution 68 of the Politburo will be updated.

Regarding planning, the Chairman of the Ho Chi Minh City People's Committee emphasized that the previous urban railway planning was only within the existing Ho Chi Minh City. In the near future, Ho Chi Minh City will expand its administrative boundaries, and the routes must be extended to new urban areas such as Binh Duong, Dong Nai, Ba Ria - Vung Tau, and Tay Ninh.
If there is early planning, the city will easily call for investment in the form of TOD (urban development according to public transport system). Therefore, the city will re-plan the railway system with a new scope and new vision.
Currently, many investors are interested in the urban railway system. The Ho Chi Minh City People's Committee has welcomed many interested investors, such as Gamuda Group interested in the Thu Thiem - Long Thanh route, Vingroup Group building a route connecting District 7 to Can Gio.
Line 2 (Ben Thanh - Tham Luong) has a number of investors interested in bidding, line 1 (Ben Thanh - Suoi Tien) has investors doing a pre-feasibility study to connect to Dong Nai.

According to Mr. Tran Quang Lam - Acting Director of the Department of Construction of Ho Chi Minh City, based on the mechanism of Resolution 188 of the National Assembly, the city aims to complete 355km by 2035, and 510km by 2045. If we add the urban railway connecting the city center to Can Gio and the Thu Thiem - Long Thanh route, the city's urban railway network is nearly 600km long.
Regarding progress, Ho Chi Minh City will complete the project preparation stage by 2027, and the site clearance and compensation work will be completed in the 2027-2028 period. Line 2 alone will start construction in December 2025. Capital for urban railway construction is also diverse, including self-balanced local budgets, land exploitation, bond issuance, and central budget support of about 210,000 billion VND in 10 years.
"Currently, the Ministry of Construction is working with Ho Chi Minh City and Hanoi to develop a new resolution on railway development that inherits Resolution 188 to submit to the National Assembly for approval. The new resolution extends to national railways and urban railways nationwide. With special mechanisms that have been and are being developed, Ho Chi Minh City can choose optimal policies to complete the railway and urban railway network according to the plan," said Mr. Lam.
