Railway proposes welding rails together so trains can run smoothly like other countries

Vietnam Railways Corporation has proposed many mechanisms and policies to create conditions for the railway industry to develop dramatically in the coming time.

On the afternoon of January 9, in Hanoi , Prime Minister Pham Minh Chinh attended the Conference on deploying the 2024 production and business plan of Vietnam Railways Corporation (VNR).

At the conference, Prime Minister Pham Minh Chinh stated that Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation for the development of Vietnam Railways transport to 2030, with a vision to 2045, set the goal of "Developing modern and synchronous railway transport to promote rapid and sustainable socio-economic development, meeting the goal of our country becoming a developed country with high income by 2045. Railway transport plays a key role in the North-South economic corridor, the main East-West transport corridors and passenger transport in major cities".

To complete production and business goals, Vietnam Railways Corporation has proposed to the Government and the Prime Minister to assign Vietnam Railways Corporation to develop a plan according to the method of calculating State capital at enterprises; assigning increased capital to Vietnam Railways Corporation for stations with commercial advantages to exploit and promote resources, reducing State budget investment.

Vietnam Railways Corporation also proposed that the Prime Minister direct the Ministry of Transport to assign specialized agencies to develop detailed railway planning; determine the functions and actual uses of land areas for national railway infrastructure, specialized railways and railway industrial works.

In particular, to ensure safety, smoothness and improve the quality of passenger service, the Ministry of Transport is considering welding rails on existing railways like other countries in the world. In the immediate future, it is possible to consider focusing on the Hanoi - Hai Phong route to organize inter-urban trains, serving the needs of people who can travel between Hai Phong, Hai Duong and Hanoi in the same day; moving forward to welding rails on other routes such as Hanoi - Lao Cai, Hanoi - Vinh...

In addition, the Ministry of Natural Resources and Environment and the People's Committees of provinces and centrally-run cities where railways pass through need to unify the application of preferential policies on land use for railways, resolve land procedures, and exempt land rent at units.

Localities need to create all favorable legal conditions in handling land procedures, applying for land use right certificates for land areas without legal documents (including granting the status quo of land areas that the railway industry is using as freight yards, station squares, but does not have investment conditions according to technical standards) as a basis for management work according to the provisions of the Land Law.
