According to the information in the request to initiate the investigation, the volume of imports of the investigated product into the European Union (EU) increased from 1.3 million tonnes in 2020 to 1.6 million tonnes in the first half of 2024. The total import volume also increased significantly in relative value, increasing from 126% to 298% when compared to EU production output and from 71% to 83% when compared to consumption.
The EC initially assessed that the request provided sufficient evidence that the volume and price of the imports had had a price impact on like and directly competitive EU products, causing serious injury to the domestic industry. In addition, the unforeseen development identified by the EC in the initiating notice was the increase in the countries' production and the attractiveness of the EU market.
Regarding the upcoming investigation procedures, the EC has posted the investigation questionnaires for interested parties at: https://tron.trade.ec.europa.eu/investigations/case-view?caseId=2770. The deadline for responses is 21 days from the date of notification of the investigation.
In addition to answering the investigation questionnaire, interested parties can participate in the case through registering as interested parties (within 15 days from the date of investigation notice) and submitting comments or registering for consultation with the investigating agency (within 21 days from the date of investigation notice).
