On the morning of October 31, at Ho Chi Minh City National University, the international workshop "Horizon Europe Program: Funding and cooperation opportunities with EU research institutes" took place with the participation of many lecturers, researchers, experts and representatives of science and technology organizations of Ho Chi Minh City National University.
The event, organized by the Delegation of the European Union to Vietnam in collaboration with the Ministry of Science and Technology of Vietnam, aims to introduce the global research funding programme Horizon Europe and tools to support scientists in the ASEAN region through the EURAXESS network.
Ms. Leonie Nagarajan - EURAXESS global representative for the ASEAN region - emphasized that Horizon Europe is the world's largest research and innovation funding program with a budget of more than 95.5 billion euros for the period 2021-2027.
The aim of the programme is to promote groundbreaking projects in science, technology and the environment, and to strengthen international cooperation between researchers from within and outside Europe.
"We want to create bridges for ideas, people and resources to converge, contributing to solving global challenges, from climate change, clean energy to digital transformation," she said.
The Horizon Europe programme is divided into three pillars. One pillar supports excellent science through Marie Skłodowska-Curie Actions (MSCA) scholarships and the ERC (European Research Council) Fund, while the second pillar focuses on funding large-scale collaborative projects in six thematic groups (health, digital industry, energy, transport, environment, socio-culture, security).
In particular, projects in the second pillar can invite non-EU partners to participate and receive direct funding if they meet the criteria of the international research consortium. Each project is usually 4-15 million euros in size, with an implementation period of about 3 years , with a maximum funding level of 100% of the costs for non-profit organizations.

Statistics from EURAXESS show that, up to now, Vietnam has had 26 participations in Horizon Europe , of which 15 projects belong to MSCA and 11 projects belong to pillar 2, achieving a success rate of 17.21% .
Many units such as Can Tho University, University of Technology (Ho Chi Minh City National University), Vietnam Academy of Agriculture or the Central Highlands Agricultural and Forestry Science and Technology Institute have been present in projects on sustainable agriculture, climate change and food technology.
"This is a valuable foundation for Vietnam to expand its position in the global research network," Ms. Leonie assessed.
Speaking at the workshop, Mr. Trevor O'Regan , Head of the EU - Vietnam Cooperation Facility project team, said that the European Union highly appreciates the capacity and contributions of the Vietnamese scientific team in cooperation projects in recent times. Vietnamese researchers have been actively participating in many topics with European partners, bringing about remarkable results.
The EU now wants to further expand cooperation mechanisms and financial support to help Vietnamese research groups develop.
According to him, with Horizon Europe's budget of nearly 100 billion euros for the fields of science, technology and environment, the opportunities for Vietnam are huge, the problem is that we proactively seek and connect in the right direction.
Also at the event, Mr. Hoang Huu Hanh - Deputy Director of the National Digital Transformation Agency (Ministry of Science and Technology) - also affirmed that Vietnam is moving towards more systematic research cooperation models with the EU , in order to take advantage of resources, governance standards and the international funding ecosystem in science and technology development.
Both sides share a common goal of connecting people, ideas and resources , adding knowledge and innovation to joint research programmes between Vietnam and the European Union.
