'Universities must take action, promote science and technology to accelerate progress.'

GD&TĐ - Higher education is receiving attention and resources from the policies of the Party and the State; the task of the universities is to take action.

This was one of the messages mentioned by Professor Dr. Nguyen Thi Thanh Mai, Vice Director of the Vietnam National University Ho Chi Minh City, in her speech at the 2025 Opening Ceremony of the Vietnam National University Ho Chi Minh City.

The opening ceremony for the 2025 academic year, themed "Aspiration for Innovation and Creativity for a Strong Vietnam," took place on the morning of October 25th.

Professor Nguyen Thi Thanh Mai emphasized that in recent years, higher education has received increasing attention and strong investment from the Party and the State, especially in training in basic sciences and strategic technologies - the foundation of sustainable national development.

2025 is seen as a turning point for the country, marking the beginning of a new era with many expectations and challenges.

According to Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, the phrase "higher education" is mentioned 29 times and "innovation" is mentioned 13 times, demonstrating the strategic importance of this field.

The resolution affirms that "higher education is the core of developing highly skilled human resources and talents, promoting the development of science and technology and innovation," and also sets out the requirement to "prioritize investment in higher education," with the budget allocated to this field reaching at least 3% of the total state budget expenditure.

In addition, new legal documents such as the Law on Teachers, the Law on Science, Technology and Innovation, and the soon-to-be-amended Law on Higher Education, will create a solid legal framework for the development of the national university system.

Entering a new era, the Vietnam National University Ho Chi Minh City (VNU-HCM) defines its core mission as nurturing well-rounded talents with social responsibility, research capabilities, and creativity to contribute to sustainable development, social progress, and the elevation of Vietnamese knowledge.

According to its Development Strategy for the period 2021-2030, Vietnam National University Ho Chi Minh City aims to become one of the top 100 universities in Asia by 2030 and, further, to be among the top 100 universities in the world.

The Vice Director of the Vietnam National University Ho Chi Minh City emphasized the new spirit of action in accordance with Resolution No. 57-NQ/TW of the Politburo: "The people and businesses are the center, the subjects, the main resources and driving forces; scientists are the key factor; the State plays a leading role in promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation."

"The state has paved the way, businesses have taken the lead and collaborated, now it's the universities' turn to act and promote science and technology to accelerate progress," Professor Mai said.

Ms. Mai conveyed a concise message to all faculty and students: "Dare to think differently - Dare to fail - Dare to try again."

She emphasized that only by daring to be different, daring to confront challenges, and daring to rise again can individuals mature and society develop.

To the students, she encouraged them: "Dare to think outside the box, learn not only in the classroom but also from teachers, friends, experts, and even the ordinary people around you."

Students at Vietnam National University Ho Chi Minh City have the opportunity to meet Nobel Prize-winning professors and participate in international-level science and social projects. But the most important thing is to transform knowledge into social value through a spirit of innovation and creativity.

"The world is flat, and the path to success is only for those who think differently. Be ready to embrace all challenges in your studies and research. Every difficulty is an opportunity to learn. The most valuable lesson is learning from failure," she conveyed this message to students.

With regard to the faculty, staff, and employees, the Vice Director of the Vietnam National University Ho Chi Minh City hopes that each teacher will be a role model of creativity and resilience.

In the context of increasingly open mechanisms and legal frameworks, she urged the faculty to boldly experiment with new topics, innovate teaching methods, and cooperate openly for a common goal - elevating Vietnamese knowledge on the world map.

Representatives from the Vietnam National University Ho Chi Minh City awarded scholarships and commendations to top-scoring students in the entrance exam, as well as students and pupils with outstanding achievements.

After 30 years of establishment and development, the Vietnam National University Ho Chi Minh City currently brings together more than 6,000 lecturers and staff and nearly 100,000 full-time students, training nearly 20,000 bachelors, engineers, doctors, masters and doctoral graduates each year, contributing high-quality human resources to Ho Chi Minh City and the key economic regions of the South.

On the international academic map, Vietnam National University Ho Chi Minh City is currently ranked among the top 801–850 universities in the world, with 18 disciplines and fields highly ranked, including 15 in the top 500 and 1 in the top 100 globally.

This university also leads the country in the number of international publications, with approximately 2,700 articles in the first nine months of 2025, and holds the number one position in internationally accredited training programs with 174 programs.

In this new phase, the system is focusing on developing cutting-edge fields such as artificial intelligence (AI), semiconductor technology, and biotechnology, aiming to be among the top 100 universities in Asia before 2030.
