The information was shared by Deputy Minister of Science and Technology Bui Hoang Phuong at the opening ceremony of the Vietnam Semiconductor Exhibition (SEMI EXPO) 2025 held on the morning of November 7.
SEMI EXPO Vietnam 2025 is Vietnam's largest exhibition in the field of semiconductors and electronics, with the participation of international technology corporations, state management agencies, academia and industry experts.
Strategic stronghold of leading semiconductor corporations
According to Deputy Minister Bui Hoang Phuong, the semiconductor industry is identified as a strategic technology, playing a key role in enhancing competitiveness, promoting economic growth, and affirming national position.

Vietnam currently has over 170 foreign investment projects in the semiconductor industry with a total registered capital of nearly 11.6 billion USD; there are about 60 design enterprises, 8 packaging and testing projects, and about 20 enterprises manufacturing and supplying raw materials and equipment for the semiconductor industry.
Sharing more about the picture of the domestic semiconductor industry, Deputy Minister of Finance Nguyen Duc Tam said that traditional partners such as Samsung, Intel, Amkor, Foxconn, and Hana Micron continue to expand their investment and production scale in Vietnam, demonstrating the efficiency in terms of cost, productivity, and product quality in Vietnam.
At the same time, the world's leading technology corporations such as NVIDIA, Qualcomm, Coherent, and Marvell have also chosen Vietnam as a strategic base for researching and developing semiconductor chips, building factories, and expanding supply chains.
“These results are a testament to the confidence of global investors, and at the same time demonstrate Vietnam’s strategic progress in its journey of ‘leapfrogging’ – development based on knowledge, innovation and international cooperation,” Mr. Nguyen Duc Tam emphasized.
Ms. Linda Tan, President of the Semiconductor Association of Southeast Asia (SEMI SEA), also assessed that in recent times, Vietnam has made great strides, continuously updating policies, improving infrastructure, and investing in talent to promote a truly dynamic and strong semiconductor ecosystem.
In its second time in Vietnam, SEMI EXPO has changed significantly when welcoming more than 250 booths from 19 different regions around the world.
Four core ideas in developing Vietnam's semiconductor technology
Vietnam's goal is not only to participate in the global value chain, but also to build an advanced, dynamic and attractive semiconductor industrial ecosystem in the region and the world, contributing to helping Vietnam become self-reliant and develop sustainably in this field.
Despite difficulties in human resources, an incomplete ecosystem, and insufficient domestic market demand, Vietnam possesses great potential and advantages in terms of geopolitical position, deep international integration; double-digit growth in hardware and electronics exports; young population; institutional and legal advantages and strong, consistent political determination from the highest leadership.

According to Deputy Minister Bui Hoang Phuong, the Ministry of Science and Technology assessed that strong political determination is perhaps the biggest advantage in promoting the semiconductor sector. The Government has issued the Semiconductor Industry Development Strategy to 2030, with a vision to 2050, summarized by the formula C = SET +1, in which C is Chip, revolving around the pillars of S (Specialized) - development of specialized chips, E (Electronics) - electronics industry and T (Talent) - Talent, human resources. The "+1" factor shows the desire to attract foreign investment to create a position for Vietnam in the global semiconductor supply chain.
The Deputy Minister shared the four core ideas of this strategy. These are focusing resources, special incentive mechanisms for research, design, and production of specialized semiconductor products to promote sustainable development in the following sectors: electronics industry, IoT.
"Vietnam determines that the development of the semiconductor industry must go hand in hand with the electronics industry, digital transformation, and the development of the semiconductor industry must be part of the overall development of the Vietnamese electronics industry," said Mr. Bui Hoang Phuong.
Next, Vietnam will prioritize investment in developing high-quality human resources, becoming a global semiconductor human resource center, capable of participating deeply in the semiconductor industry; prioritize resources to form key laboratories, build specialized semiconductor training programs with preferential policies and specific support.
Ultimately, Vietnam will leverage its geopolitical position and strategic partnerships to become a new destination in the global supply chain diversification strategy.
From a business perspective, Mr. Nguyen Cuong Hoang, Director of Viettel Semiconductor Center, said that the company has also pursued the SET + 1 orientation since 2017.
Currently, Viettel focuses on specialized chips for telecommunications and finance; building the electronics industry as a launching pad for commercializing semiconductor products.
Regarding human resources, Viettel aims to develop a domestic IT team, aiming to have 10 world-class experts. Regarding the +1 factor, Viettel has been taking advantage of Vietnam's geopolitical position to become a strategic partner in the global semiconductor supply chain.
He also provided more information about the project of the first high-tech semiconductor manufacturing factory in Vietnam, serving the design and production of electronic equipment.
This is one of the most important projects in the National Semiconductor Development Strategy to 2030, contributing to completing the domestic semiconductor value chain.
“The factory will promote the development of industry, science and technology, education and training, and be the core to promote the development of the chip design sector, aiming for the goal of 100 chip design enterprises and 15,000 engineers by 2030,” said the Director of Viettel Semiconductor Center.
