Nearly 5,390 billion VND to build parallel road to Ring Road 4

Along with the implementation of the highway progress of the Ring Road 4 Project - Capital Region, Hanoi City is speeding up and striving to complete the parallel road of this most important route in 2025.

Currently, Component 3 Project - the construction of the expressway is behind schedule. The Hanoi Traffic Construction Investment Project Management Board has completed the bidding documents and issued the bidding documents in early February 2025.

The Hanoi People's Committee requires the implementing units to complete the bidding in the first quarter of 2025 to select investors under the PPP form and strive to start the project in the second quarter of 2025.

The Ring Road 4 - Capital Region project has a total length of nearly 113 km, passing through 3 provinces and cities, including: Hanoi (58 km), Hung Yen (19.3 km), Bac Ninh (36.2 km).

The project's starting point is at the Hanoi- Lao Cai expressway junction, and the end point is at the Noi Bai-Ha Long expressway junction. The project has a total investment of over VND85,813 billion; of which the Ring Road 4 expressway is invested under PPP with an investment of VND56,500 billion.

The project will start construction in mid-2023, striving to complete the parallel road according to the project approval in 2026, and complete the expressway in 2027. However, Hanoi City is striving to complete the parallel road according to the approval in the fourth quarter of 2025.

The Ring Road 4 project is implemented in 7 component projects, operated independently. Hanoi implements 3 component projects including compensation, support, resettlement; construction of parallel roads (urban roads) in Hanoi and investment in construction of expressway system under PPP method.

The remaining two provinces, Hung Yen and Bac Ninh, are each responsible for two component projects including compensation, support, resettlement and construction of parallel roads (urban roads) within their respective provinces.

With Component Project 1.1 (Ring Road 4 Project - Capital Region), in recent times, the Hanoi Traffic Construction Investment Project Management Board has coordinated with districts to clear nearly 99% of the land. At the same time, the technical infrastructure of 13/13 resettlement areas has been completed and resettlement arrangements have been made for 337/818 households. Soc Son, Me Linh, Dan Phuong, and Hoai Duc districts are moving underground and above-ground works...

Component project 2.1 of parallel road construction (urban road) has basically completed roadbed construction, embankment and crushed stone grading for sections that do not require foundation treatment.

The output is about 43% of the contract value, striving to open the entire route in the fourth quarter of 2025.

The parallel road of Ring Road 4, the section passing through Hanoi, is about 58 km long, with a scale of 6 expressway lanes and urban service roads, with a road surface width of 90 - 135 m.

The parallel route passes through 7 localities including Soc Son, Me Linh, Dan Phuong, Hoai Duc districts, Ha Dong district, Thanh Oai and Thuong Tin districts.

The route has a total investment of 5,388 billion VND; of which construction costs account for 4,525 billion VND.

The parallel road is designed to ensure a speed of 80 km/h. The route outside the Song Phuong dike, Dan Phuong district is designed to ensure a speed of 60 km/h.

The Hanoi Traffic Construction Investment Project Management Board said that during the 2025 Lunar New Year holidays, construction sites will always have shifts on duty and work day and night with the spirit of "overcoming the sun and rain" regardless of holidays and Tet.
