This morning (May 31), Prime Minister Pham Minh Chinh chaired a Dialogue with businesses and business associations to effectively implement Resolution 68 of the Politburo on private economic development.

The seminar took place in person and online with the headquarters of the People's Committees of provinces and centrally-run cities, with the participation of more than 1,000 delegates representing businesses, business associations, business households, cooperatives...

The head of the Government said that after the conference on May 18 to implement Resolutions 66 and 68 of the Politburo, the Prime Minister discussed and answered some questions from some delegates, but many delegates still wanted to have more opinions.

Therefore, the Prime Minister directed to organize a discussion with businesses and associations on the implementation of Resolution 68, to discuss and contribute recommendations on policies, tasks and solutions for private economic development in the coming time.

The Government leader believes that if we had had the art of people's war and guerrilla warfare in the past, we would have won the fight for national independence and national reunification.

Nowadays, when the country is at peace, we must develop the country and build an independent and self-reliant economy. Therefore, we need to launch a movement of "all people getting rich" to mobilize all resources to develop the country.

The Prime Minister requested to clearly define what the State must do, what local authorities must do, what businesses must do, and what people must do to implement the Resolutions of the Politburo, National Assembly, and Government on private economic development (Photo: VGP).

Prime Minister Pham Minh Chinh stated that the Resolutions have been very synchronous and complete. The issue raised and the greatest wish is to organize and implement them well and effectively with the spirit of "thinking deeply and doing big", and having the most effective way of doing things.

Thereby, making the best use of the capabilities of nearly 1 million businesses and 5 million business households, each person contributing, each household contributing, then the whole society will have great resources to "change the state, turn the situation around", bringing the country to develop quickly and sustainably.

Earlier, opening the discussion, Minister and Head of the Government Office Tran Van Son announced the Prime Minister's decision on establishing the National Steering Committee to implement Resolution 68.

Speaking at the seminar, Ms. Mai Kieu Lien, General Director of Vinamilk, affirmed that Resolution 68 will be another new milestone for us to develop the economy.

She believes that if everyone agrees with the Government to properly and fully implement the policies set out by the Government, all businesses will develop and that is a world trend.

Vinamilk's General Director also suggested that if businesses encounter any problems or difficulties in complying with the law, he hopes that ministries, branches, levels and the Government will handle and resolve them quickly. For businesses, sometimes when there is an opportunity, they can move forward 5 or 10 years, but if they miss the opportunity, they will be delayed 50 years.

Mr. Truong Gia Binh - Chairman of the Board of Directors of FPT Corporation, Head of the Private Economic Development Research Department - shared that there were businessmen who compared the application of Resolution 68 of the Politburo on private economic development to "a drought meeting a shower". Businesses believe that this "shower" is a new hope, an expectation of the "trust" of the Party, Government and State.

The business community hopes that the Party, Government and State will always support and create the most favorable conditions for businesses to have the opportunity to develop and serve the economic development of the country.

Mr. Truong Gia Binh said that we need to sit down to plan operations for "new Dien Bien Phu battles" such as developing the North-South high-speed railway, developing global traffic junctions, building a world financial center, promoting technology development, tourism and agriculture...

He emphasized that with the "trust" of the Party, Government, State and authorities at all levels, businesses are committed to wholeheartedly contributing and fighting to serve together the socio-economic development of the country.

The spirit of the business community has never been higher than it is now.

Sharing the same view, Mr. Tran Dinh Long, Chairman of Hoa Phat Group, shared that in the meeting of large enterprises 6 months ago, the business community also wanted to propose the same thing and unexpectedly, Resolution 68 was even more open.

He also expressed his wish that the Government's decrees and circulars should be clearer and more specific. He gave the example of the high-speed railway project. If we want to do it quickly, we can just call for foreign bids. But if we want to protect the domestic railway industry, we must protect domestic production.

Chairman of Hoa Phat suggested that all Government resolutions must have a clear ratio and be included in specific documents. According to him, all public investment projects, such as highways, must have a ratio of 70% domestically produced goods.

The Chairman of Hoa Phat also hopes that the documents must be clearer, avoiding cases where the draft decree on ordering is unclear and can be interpreted in any way. For example, if the Decree on ordering says "priority is given to using domestic goods", it should be clearly stated that "domestic goods must be used" and not "priority".

After Hoa Phat's statement, the Prime Minister said he agreed with the viewpoint on the requirement of experience for businesses and investors. In reality, there is a situation where investors are required to have experience in a certain field in order to participate.

The head of the Government believes that state management agencies must clearly distinguish between the conditions and standards of investors and those of contractors. Investors with money can invest in any field that is effective and profitable, so they do not need experience.

Never before has the Party and State paid such attention to private enterprises as they do now.

Speaking at the seminar, Mr. Pham Tan Cong, Chairman of the Vietnam Federation of Commerce and Industry (VCCI), also shared that the business community is very excited about Resolution 68, it can be said that the spirit of the business community and enterprises has never been as high as it is now.

The Chairman of VCCI emphasized that Resolution 68 contains many specific policies such as abolishing business license tax or exempting income tax for 3 years for newly established enterprises... Resolution 68 also raises very difficult and sensitive issues such as criminalization, providing specific policy directions so that people and enterprises can confidently invest in production and business.

However, there are still many inappropriate business conditions and administrative procedures that need to be reduced or simplified. For example, a typical land-use investment project is currently carrying out administrative procedures of at least 12 laws, more than 20 decrees and circulars, and these circulars are often constantly changing. Therefore, the time to complete the expedited procedures is also 18-24 months, normally approximately 3 years.

Currently, the Government and the Prime Minister have been very determined in reforming administrative procedures and the situation has been continuously improved. Therefore, the Chairman of VCCI hopes that the reform of administrative procedures will continue to be promoted.

Mr. Cong shared that the business community and enterprises still have the mindset that "enterprises do not want to grow" and people are hesitant to put money into business.

However, Resolution 68 has broken this mindset of not wanting to grow. And the proof is that recently 2 large domestic enterprises have boldly proposed to invest in high-speed railway projects, showing that enterprises are no longer hesitant and they accept that doing business will indeed have risks.

Minister of Finance Nguyen Van Thang also emphasized that the Party and State have never paid as much attention to private enterprises as they do now, from recognition to evaluation.

However, besides that, the burden on us is also very large, our responsibility is very great, because Resolution 68 has set out very large and very high private economic development goals to contribute to economic growth as well as strive for the country to develop by 2030-2045.

With the responsibility of being the advisory body for the Government to implement Resolution 68 of the Politburo, the Ministry of Finance will soon specify the groups of solutions as well as the 3 strategic breakthroughs in this Resolution.

In Resolution No. 68, the directions and solutions are also very clear, so the development of decrees and guiding documents of the Ministry of Finance as well as ministries and branches is not too complicated. The Minister said that the Ministry of Finance has submitted to the Government to work with ministries and branches to soon issue decrees and guiding documents to put these policies into practice immediately.
