Mexico imposes permanent tariffs on Chinese synthetic rubber

The Mexican government has decided to impose permanent tariffs on styrene butadiene styrene (SBS) rubber imported from China. The move is aimed at protecting domestic production from the rise of cheap goods.

Details on tariffs and products

The Mexican Ministry of Economy said the taxed product will be subject to a specific fee of $0.8324 per kilogram. SBS is a thermoplastic elastomer widely used in the production of shoe soles, adhesives, roofing materials and heat-resistant asphalt.

Basis for tax imposition decision

The decision follows an investigation that began in April 2024 and was based on a complaint filed by Dynasol Elastómeros, Mexico’s sole producer of SBS, which said a surge in cheap Chinese imports had hurt its business.

The investigation found that Chinese SBS prices were 38% to 54% cheaper than Mexican products and 37% to 52% cheaper than imports from other countries. The Mexican Ministry of Economy also noted that China now accounts for more than half of global SBS production capacity, creating a supply glut and huge export pressure.
