Gia Lai: Nearly 20,000 delegates were informed of Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW

(GLO)- On the morning of May 18, General Secretary To Lam attended and directed the national conference to disseminate and implement Resolution No. 66-NQ/TW dated April 30, 2025 and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo.

The conference was organized by the Politburo and the Secretariat in a live format and online connection from Dien Hong Hall, National Assembly House to more than 37,000 points nationwide with over 1.5 million delegates attending. In Gia Lai, the conference was connected to 244 points with nearly 20,000 delegates attending.

Chairing the conference at the main bridge point of Hall 2-9 (Pleiku City) were comrades: Ho Van Nien - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee.

Attending the meeting were comrades: former members of the Provincial Party Standing Committee; members of the Provincial Party Executive Committee (currently working at provincial-level agencies and units); leaders of specialized agencies advising and assisting the Provincial Party Committee; leaders of the Provincial People's Council, the Office of the National Assembly Delegation and the Provincial People's Council, the Office of the Provincial People's Committee; leaders of departments, branches, sectors, the Fatherland Front, socio-political organizations of the province and associations assigned by the Party and the State at the provincial level; heads and deputy heads of central agencies stationed in the province; heads of units: Provincial Police, Provincial Military Command, Provincial Border Guard; members of the Provincial Party Committee's Inspection Committee; Central reporters, Provincial Party Committee reporters of the XVI term (currently working at provincial-level agencies and units); heads and deputy heads of specialized departments of specialized agencies advising and assisting the Provincial Party Committee and Gia Lai Newspaper; Head of the Propaganda Department of the Fatherland Front and socio-political organizations of the province; Leadership representatives: Provincial Business Association, Provincial Women Entrepreneurs Association, Young Entrepreneurs Association.

Within the framework of the conference, delegates directly visited and watched on VTV1, Vietnam Television, the exhibition "Achievements in law making and enforcement"; "Achievements in private economic development and booths displaying products of private enterprises".

Directly grasping the topic: The core content of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and the action plan to implement Resolution No. 68-NQ/TW Politburo member, Prime Minister Pham Minh Chinh emphasized the role of the private economy (KTTN) through the resolutions of the Congresses as well as the results achieved through each stage.

The Prime Minister also pointed out that in addition to the achievements, the private sector still faces many barriers that hinder its development, has not yet made a breakthrough in scale and competitiveness, and has not yet met the requirements and expectations of being the core force of the country's economy. Therefore, Resolution No. 68-NQ/TW is considered a breakthrough in development thinking, becoming a "revolution in thinking and institutions" for the private sector, creating and strengthening trust, promoting the private sector to rise up, make a breakthrough, and contribute to the country.

Resolution No. 68-NQ/TW sets out 5 breakthrough guiding viewpoints on private economic development; specific goals by 2030 and vision to 2045. In particular, the goal by 2030 is to have 2 million enterprises operating in the economy, 20 enterprises operating/thousand people; have at least 20 large enterprises participating in the global value chain; average growth rate of about 10-12%/year, higher than the growth rate of the economy; contribute about 55-58% of GDP, 35-40% of total state budget revenue; create jobs for about 84-85% of the total workforce; labor productivity increases by an average of about 8.5-9.5%/year...

The Resolution sets out 8 groups of tasks and solutions that demonstrate the spirit of innovation, breakthroughs, and strong reforms, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, and infrastructure) and in the overall 4 important resolutions of the Politburo. In particular, the core content of the 8 groups of tasks and solutions is to solve the most important and urgent issues for the development of the private economy today: renewing thinking, awareness and action; reforming and improving the quality of institutions; increasing access to resources; promoting science and technology, innovation, and digital transformation; enhancing business connectivity; developing large private enterprises; supporting small, micro, and household businesses; and promoting the role of entrepreneurs.

Adhering to the guiding viewpoints, objectives and groups of tasks, solutions, and action programs of the Government, 8 groups of tasks with 117 specific tasks were proposed; assigned to each ministry, branch, and locality to preside over or coordinate implementation according to their functions, tasks, and powers with specific time and results.

Next, Politburo member and National Assembly Chairman Tran Thanh Man presented the topic: Key and core contents of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the action plan to implement Resolution No. 66-NQ/TW. The National Assembly Chairman highlighted a number of issues regarding the importance and significance of the promulgation of Resolution No. 66-NQ/TW; achievements and shortcomings and limitations in law-making and enforcement.

Accordingly, the issuance of Resolution 66-NQ/TW is an objective requirement of the innovation process, aiming to create a breakthrough in improving the quality and effectiveness of law-making and law enforcement to meet the development requirements in the new era of national prosperity. Resolution 66-NQ/TW thoroughly grasps 5 guiding viewpoints; sets medium-term and long-term goals for law-making and law enforcement, closely following the requirements and timeline for implementing the 2 100-year strategic goals set by our Party; and at the same time identifies 7 groups of tasks and solutions that need to be focused on in the coming time.

Based on the groups of tasks and solutions proposed in the resolution, the National Assembly Party Committee and the Government Party Committee issued programs and action plans to implement Resolution No. 66-NQ/TW, comprehensively identifying the contents and tasks that need to be deployed and coordinated for implementation.

Speaking at the conference, General Secretary To Lam emphasized: The innovations and reforms being implemented are not only objective requirements of development but also orders from the future of the nation. The innovations and reforms focus on four breakthroughs: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law making and enforcement; Resolution 68-NQ/TW on developing the private economy.

The four major resolutions of the Politburo are the “Quad Pillars” that together create a unified whole of strategic thinking and action for the country’s development in the new era. Although each resolution focuses on a key area, they are closely linked, complementing and promoting each other in the process of understanding and implementation. All four resolutions have a unified goal: to build a solid foundation for Vietnam to develop rapidly and sustainably and become a developed, high-income country by 2045.

The common breakthrough of all four resolutions is the new development mindset: from “management” to “service”, from “protection” to “creative competition”, from “passive integration” to “active integration”, from “distributed reform” to “comprehensive, synchronous and profound breakthrough”. This is a fundamental shift in thinking, inheriting the achievements of innovation over the past 40 years and in line with global trends in the digital age.

The General Secretary called on the entire political system, the entire Party, the entire people and the entire army to join hands and unite, overcome all difficulties, turn aspirations into actions, turn potential into real strength, to together bring our country into a new era - an era of development, prosperity and strength for the Vietnamese people.

The General Secretary emphasized four key tasks in the next five years (2025-2030): Perfecting a modern, synchronous legal system to promote development; making breakthroughs in science, technology, innovation and digital transformation; accelerating comprehensive, proactive and effective international integration; developing a substantial private economic sector to become "the most important driving force" of the national economy. At the same time, he requested the entire political system to urgently carry out eight key tasks to carry out the tasks in 2025 - the pivotal year opening a new era.

General Secretary To Lam suggested that the entire Party, people and army must clearly define their roles and responsibilities; be proactive, creative, united in patriotic emulation, determined to successfully carry out the tasks of socio-economic development, national defense and security, improve people's lives, and make their lives truly better day by day. Every cadre, party member and every Vietnamese citizen must become a pioneer on the national development front.

Leaders at all levels from the central to local levels must be exemplary and pioneers in innovation in thinking and action; dare to think, dare to do, dare to break through, dare to take responsibility for the national interest, even dare to sacrifice personal interests for the common interest. Action programs must be implemented resolutely and systematically, taking actual effectiveness as a measure of capacity and work results. Continue to make recommendations and proposals to build new resolutions according to the motto "All benefits are for the people. All powers belong to the people" as Uncle Ho taught.

People and businesses must be identified as the center and creative subjects in development. It is necessary to strongly foster the spirit of national entrepreneurship, arouse innovation resources in the whole society, develop the digital economy, knowledge economy, green economy, and circular economy, bringing Vietnam to move forward quickly and strongly on the path of modernization and integration.
