Gia Lai approves the policy of Hon Trau Wind Power Plant Project - Phase 1

After nearly 5 years of implementation, the Hon Trau Wind Power Plant Project - Phase 1 has just been approved for investment by the Gia Lai Provincial People's Committee. Phase 1 has a scale of 750 MW, with a total investment of more than 48,000 billion VND.

Gia Lai Provincial Department of Finance has just announced the list of projects to select investors for the Hon Trau Wind Power Plant Project - Phase 1.

Accordingly, the Project has a water surface area (sea area) for temporary use of about 32.01 ha; land area for temporary use of about 17.61 ha. The Project is implemented in the communes of Phu My Dong, Phu My Bac, Phu My Tay, Binh Duong, Ngo May , Cat Tien, Tuy Phuoc Dong and Quy Nhon Dong ward of Gia Lai province.

Hon Trau Wind Power Plant Project - Phase 1 has a total investment capital of more than 48,372 billion VND. The project implementation progress is scheduled to be completed and put into operation by the fourth quarter of 2029 at the latest.

However, the project implementation progress may change according to the Prime Minister 's opinion regarding the National Marine Spatial Planning and the Master Plan for the exploitation and sustainable use of coastal resources for the 2021-2030 period, with a vision to 2050.

The project has a designed capacity of 750 MW; annual electricity output of about 2.8 billion kWh/year and voltage connection to the national grid of 220 kV.

The project is connected to the national grid via a 220 kV double-circuit line from the 220 kV Hon Trau 1 Transformer Station (HT Area 1A) to the 220 kV Phu My Transformer Station and a new 220 kV double-circuit line is built from the 220 kV Hon Trau 1 Transformer Station (HT Area 1B) to the 220 kV Nhon Hoi Transformer Station.

Regarding the project objective, according to the Gia Lai Provincial People's Committee, the Hon Trau Wind Power Plant Project - Phase 1 aims to provide clean electricity output from renewable energy sources for the national power system, contributing to ensuring national energy security, ensuring power sources to serve the socio-economic development needs of the province, and reducing power loss in the power transmission system.

At the same time, the project also contributes to the local budget revenue, creates a driving force to promote socio-economic development in the area, creates jobs for people; at the same time, increases the value of industrial production, contributing to achieving the target of double-digit economic growth in the coming time in Gia Lai province.

Regarding the project's legal status, the Hon Trau Wind Power Plant Project - Phase 1, with a capacity of 750MW, is included in the List of onshore and nearshore wind power projects allocated to the province in Decision No. 768/QD-TTg, dated April 15, 2025 of the Prime Minister on approving the Adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050.

The project is also included in the List of onshore and nearshore wind power projects allocated to the province according to Decision No. 1509/QD-BCT dated May 30, 2025 of the Ministry of Industry and Trade on approving the Plan to implement the National Power Development Plan for the period 2021-2030, with a vision to 2050, adjusted.

In addition, the Project is included in the Planning of Binh Dinh province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1619/QD-TTg dated December 14, 2023; included in the List of land plots for bidding to select investors to implement investment projects using land in the province, approved by the People's Council of Binh Dinh province in Resolution No. 37/NQ-HDND, dated April 28, 2025.

Recently, the project has been approved by the Gia Lai Provincial People's Committee in Decision No. 2467/QD-UBND, dated November 3, 2025.

On October 22, 2020, the People's Committee of Binh Dinh province agreed in principle to allow PNE Group (PNE AG) to survey, research, install wind measuring columns, and evaluate wind potential in some coastal areas in Phu Cat and Phu My districts. The survey and research period is 12 months (from the date of approval).
By mid-April 2022, Mr. Markus Lesser, CEO of PNE, handed over the proposal documents for the Hon Trau Offshore Wind Power Project to the People's Committee of Binh Dinh province.
On November 21, 2022, at the investment promotion event for German enterprises investing in Binh Dinh, the People's Committee of Binh Dinh province and PNE AG Company signed a memorandum of understanding to create a favorable basis for coordination in surveying, researching, investing and developing offshore wind power projects.
