On the morning of April 11 in Hanoi, the Vietnam National Cyber ​​Security Association held a workshop on Cyber ​​Security in the new period - Joining forces to protect digital space.

At the event, leading agencies and experts on cybersecurity in Vietnam presented many papers, emphasizing the importance of cybersecurity in the context of Internet development and digital transformation.

The presentations also analyzed in depth the policy of promoting information technology, while warning about the accompanying challenges such as cyber attacks, cyber espionage, and high-tech crimes that use technology to defraud people.

According to experts, besides the opportunities that cyberspace brings, Vietnam is also facing many challenges such as cyber attacks, cyber espionage, personal data leaks, sabotage activities of hostile forces and increasingly sophisticated high-tech crimes.

Realizing this importance, the Party and the State have had strategic orientations, expressed through Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation. At the same time, they agreed on the policy of strengthening state management of cybersecurity, such as assigning the Department of Cyber ​​Security and High-Tech Crime Prevention and Control (A05) - Ministry of Public Security to take the lead role.

Accompanying management agencies, the National Cyber ​​Security Association (NCA) has been affirming its core role, gathering the strength of the business community and experts, actively participating in protecting national cyber security, supporting digital transformation and raising awareness and digital skills for people.

At the event, the Association also launched the nCademy cybersecurity training and certification platform to help solve the problem of Vietnam's cybersecurity human resource shortage.

Protecting cybersecurity sovereignty

Within the framework of the event, Lieutenant Colonel Nguyen Ba Son, Deputy Director of Department A05 (Ministry of Public Security) gave a speech presenting the context of Internet development and digital transformation in Vietnam, along with increasing risks and challenges in cybersecurity such as cyber attacks, espionage, data leakage, anti-government propaganda and high-tech crimes.

To unify state management, the Politburo has advocated transferring the function of ensuring network information security from the Ministry of Information and Communications to the Ministry of Public Security, specifically the Department of Cyber ​​Security and High-Tech Crime Prevention and Control (A05) at the central level and the Public Security of provinces/cities at the local level.

According to Lieutenant Colonel Son, after receiving the job, Department A05 deployed many key tasks including:

Review and propose to consolidate the system of legal documents, notably the consolidation of the Law on Cyber ​​Security and the Law on Network Information Security into the Law on Cyber ​​Security 2025, develop the Law on Personal Data Protection, and consolidate related Decrees and Circulars, as well as perfect the system of technical standards and regulations.

According to Lieutenant Colonel Son, the Ministry of Public Security has proposed merging the 2015 Law on Cyber ​​Security and the 2018 Law on Cyber ​​Security into the 2025 Law on Cyber ​​Security, expected to be submitted at the National Assembly session in October.

Second, Department A05 strengthens inspection and examination of compliance with laws on data protection, data storage, subscriber identification, bank account authentication and spam prevention.

Third, Department A05 conducts a national network infrastructure information security scan and assessment, merges VNCERT/CC and NCSC into a new VNCERT Center under A05 to monitor and coordinate nationwide incident response.

Fourth, Department A05 directly combats and handles cybercrime and violations [128]. Fifth, A05 promotes international cooperation, especially preparing to organize the signing ceremony of the UN Convention on Cybercrime Prevention and Control in Vietnam in 2025.

Regarding public services, A05 has received and processed the licensing of business/import of network information security products, licensing of identifier names, and appraisal of dossiers proposing information system security levels (levels 4, 5 and national important systems). These services are provided directly, by post and online via the Ministry of Public Security's Public Service Portal, with hotline support.

"To ensure that cyber security holds a very important position and role in today's society, it is an important pillar in creating digital trust and prosperous development in the digital age. After more than 1 year of operation, the proactive and active activities of the National Cyber ​​Security Association have coordinated and participated in implementing many aspects of cyber security and preventing and combating high-tech crimes.

The results have achieved many outstanding marks, such as: coordinating with the Ministry of Public Security to organize 02 Workshops "Building policies on personal data protection", Workshop "Preventing fraud in cyberspace"; building and deploying anti-fraud software "nTrust" to provide online support for people; coordinating to organize a Cyber ​​Security drill with the theme "Responding to and overcoming APT attacks on important information systems related to national security", Senior Lieutenant Colonel Son expressed his appreciation.

Launch of cybersecurity training and certification platform

At the event, the National Cybersecurity Association (NCA) introduced the online cybersecurity training and certification platform nCademy.

According to Mr. Vu Ngoc Son, Head of Technology Department, National Cyber ​​Security Association, Vietnam is expected to lack more than 700,000 specialized personnel in cyber security in the coming time.

According to a survey by the National Cyber ​​Security Association, more than 20% of agencies and businesses in Vietnam do not have specialized personnel in cyber security and 35.56% of units do not have enough personnel as needed.

The nCademy platform wishes to participate in solving the country's cybersecurity personnel shortage, in the spirit of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation.

The goal is to build a learning community, raise awareness, develop skills and conduct in-depth research on cybersecurity, while contributing to standardizing human resources capacity through a certification system expected to be on par with international certifications.

The birth of nCademy aims to solve the problem of a serious shortage of cybersecurity human resources in Vietnam, estimated to be lacking more than 700,000 people, with many agencies and businesses not having or not having enough specialized personnel.

The platform was launched to respond to the spirit of Resolution 57-NQ/TW on breakthroughs in science and technology development and digital transformation.

Accordingly, nCademy offers a variety of online courses from basic to advanced on web and mobile with rich, intuitive learning materials.

The platform, centrally operated by NCA, overcomes infrastructure and resource constraints, making it easy for people to access high-quality training, flexible in terms of time, and without geographical limitations.
