Period 2017-2022: GRDP growth rate of agricultural, forestry and fishery products reaches an average of 1.5%/year

Reporting at the conference, Mr. Le Anh Tam - Deputy Director of the Department of Agriculture and Rural Development said that after more than 5 years of implementing the agricultural restructuring project according to Decision No. 382/QD-UBND, period 2017-2022, the growth rate of GRDP product value of agriculture, forestry and fishery reached an average of 1.5%/year;

The proportion of high-tech agricultural production in the total value of agricultural products of the province reached 37% (an increase of 16.5% compared to 2017); the area of ​​advanced irrigation and water saving reached 30% (an increase of 17.5%); the proportion of trained rural workers reached 20.8% (an increase of 18.2%); the proportion of the value of agricultural, forestry and fishery products produced under the forms of cooperation and association reached 13.3% (an increase of 2.95%); the area of ​​protected and stable forest maintained, the forest cover rate reached 16.3% (an increase of 0.1%).

Vice Chairman of the Provincial People's Committee Tran Van Chien awarded certificates of merit from the Chairman of the Provincial People's Committee to the leadership of the Department of Agriculture and Rural Development.

The conversion of crop and livestock structure is being actively implemented in accordance with the set orientation with over 40,870 hectares of converted crops, helping to increase the value of products obtained per hectare of production to 106 million VND/year, nearly 70% of concentrated livestock farms; production - consumption linkages are gradually being focused on and have been formed on the province's main agricultural products, especially on livestock products.

Forest management, protection and development work has been carried out well, forest cover increased from 16.1% to 16.3%, reducing the number of forest fires by nearly 50%, the number of violations of the Forestry Law by 67%, and the lives of households contracted to plant, care for and protect forests have been increasingly improved.

Many high-tech application models have contributed to improving productivity, product quality and income for people. Disease prevention and control on crops and livestock has been well implemented, with regular monitoring and forecasting of disease situations and timely guidance for people to implement effective prevention and control measures.

The irrigation system is invested in a multi-purpose direction, with timely maintenance and repair work, expansion of the irrigation and drainage system, ensuring drainage capacity when natural disasters and storms occur. In particular, the irrigation system across the Vam Co Dong River has been gradually completed, contributing to expanding the irrigation area, creating a breakthrough in shifting the crop structure.

The timely promulgation of policies, the development of production, rural construction associated with preferential policies and investment attraction partly help businesses and people access land, support agricultural production, and contribute to promoting the structural shift within the agricultural sector towards increasing added value and sustainable development.

However, after 5 years of implementing the Project, the growth rate of the agricultural sector is still slow compared to the requirements, agricultural production is still fragmented, mainly raw production; the proportion of the value of agricultural, forestry and fishery products produced according to good agricultural practices (GAP) standards is still low, only 3.8% (down 2.5%); lack of labor, costs of some agricultural materials, input materials, and labor are high; agricultural products are consumed through many intermediaries; effective production models are slow to be replicated; farmers are still hesitant about new production models; lack of production capital so they are not bold enough to invest in conversion.

In addition, the province has planned high-tech agricultural zones (20 zones) and piloted high-tech agricultural production zones in Tan Chau district to attract investment, but up to now, the province has not yet recognized high-tech agricultural production zones.

Speaking at the conference, Mr. Tran Van Chien - Vice Chairman of the Provincial People's Committee highly appreciated the efforts and results of the provincial agricultural sector achieved in more than 5 years of implementing the Project on restructuring the agricultural sector, orienting the structure of crops and livestock according to market requirements, changing production thinking, promoting agriculture to gradually change in a positive direction, improving product quality to meet export standards.

The irrigation project for the western area of ​​the Vam Co Dong River will provide irrigation water for about 17,000 hectares of agricultural land in Chau Thanh and Ben Cau districts.

However, according to Vice Chairman of the Provincial People's Committee Tran Van Chien, the province's agricultural restructuring work still has difficulties and shortcomings that need to be overcome.

Mr. Tran Van Chien requested the Department of Agriculture and Rural Development and localities to focus on reviewing production targets in accordance with reality, focusing on effectively implementing the Agricultural Restructuring Plan for the 2021-2025 period and implementing the Sustainable Rural Agriculture Development Strategy for the 2021-2030 period, with a vision to 2050 of the Provincial People's Committee.

The Department of Agriculture and Rural Development coordinates with sectors and localities to effectively implement newly issued projects and programs, invest in agricultural infrastructure, irrigation, transportation, power grids, etc. associated with the National Target Program on New Rural Development to serve the restructuring of the agricultural sector, focusing on developing agricultural economy, circular economy, and increasing income for rural people. Promote the development of cooperative economy; form large-scale production areas, production - consumption chains of key agricultural products to meet the agricultural production criteria of the province.

Agricultural production in recent years has achieved many positive results.

Strengthen trade promotion, diversify agricultural product consumption markets to solve output for agricultural products.

Promote agricultural extension, research, and transfer of science and technology into production, while strengthening training, fostering, and attracting quality human resources to meet the increasing demands in developing agricultural production in the province.

Implement the plan to use land funds of agricultural companies assigned to local management, to create land funds to attract investment and develop rural areas.
