According to experts' analysis, although the goal set for the private economy is very challenging, if business support policies are implemented appropriately and effectively, this goal can be completely achieved.
With a majority of enterprises, small and medium-sized enterprises (SMEs) are an important force contributing to economic growth with about 50% of GDP and 35% of total state budget revenue, annually creating jobs and income for more than 50% of workers. Resolution No. 68 on private economic development (SE) sets a target that by 2030 the country will have about 2 million enterprises and the SE will contribute about 55-58% of GDP.

Vconnex is currently cooperating with many large enterprises, solving problems of digital transformation and green transformation for localities that are on the rise. This is not an opportunity for Vconnex alone, but an opportunity for all Vietnamese enterprises with export capacity,” Mr. Quy shared.
Resolution 68 of the Politburo has proposed 8 very clear solutions to develop the private economy. Immediately after that, the Government submitted to the National Assembly Resolution 198 on a number of special mechanisms and policies for the development of the private economy. The Government also very quickly issued the Government's program and action plan to implement the Resolution.
From the perspective of a business operating in the construction sector, Mr. Bui Khac Son, Chairman of the Board of Directors of Xuan Mai Construction Group, said that in the current context of intertwined opportunities and challenges, if the spirit of Resolution 68 is promoted, it will gather the advantages of private enterprises, from financial resources, human resources and technological resources, thereby creating a combined strength to move the country forward.
“In the coming time, businesses will have many opportunities to develop, the Party and State mechanisms are very open. The country needs well-managed businesses with many resources to create jobs in construction activities, creating many opportunities to participate in the real estate market,” Mr. Son expressed.
It can be affirmed that the role of private enterprises is increasingly demonstrated in the process of building and developing the country. However, among more than 940,000 operating enterprises, the number of small and micro enterprises accounts for more than 90%. Limited financial potential, poor governance and lack of transparency are barriers to sustainable business development.
According to the set target, by 2030 our country will have about 1 million more enterprises, which means that in the next 5 years, on average, there will be 200,000 newly established enterprises each year, 4 times higher than the average number of newly established enterprises in the last 5 years. According to Dr. To Hoai Nam, Permanent Vice President of the Vietnam Association of Small and Medium Enterprises, if business households are encouraged, the entrepreneurial spirit is encouraged by appropriate policies, the number of newly established enterprises according to the set target is very feasible, but more importantly, the quality of enterprises must be improved, the contribution to the economy will be truly sustainable.
“The State needs to encourage SMEs to participate in the chain. The higher the position of the enterprise in the chain, the greater the value added of goods and services. To encourage this, the mandatory condition is that enterprises must apply innovation and strongly invest to promote advantages and raise the position of enterprises in the chain,” said Mr. To Hoai Nam.
From another perspective, Delegate Tran Van Lam, National Assembly Delegation of Bac Giang Province, said that in order for private enterprises to grow, ministries, branches and localities need to create conditions, trust and give them opportunities to implement important projects. Only when there are “big battles” can enterprises accumulate experience and boldly invest in modern equipment and machinery to thrive in the new era.
“Enterprises that want to participate in large projects must demonstrate their capacity, but it is very difficult for enterprises that have never had the opportunity to participate in large projects. Therefore, we must consider many aspects. If a private enterprise has determination, direction and a specific, feasible project, it should be supported to be assigned larger tasks so that the enterprise can contribute to the development of the country,” Mr. Lam suggested.
In meetings with ministries, sectors, localities and enterprises, Prime Minister Pham Minh Chinh emphasized that institutions are "bottlenecks of bottlenecks", "breakthroughs of breakthroughs", and "driving forces and resources for development". Therefore, reviewing and immediately adjusting conflicts in the legal system is an urgent requirement. The basic difficulties of SMEs need to be resolved, such as access to capital, access to production premises and overly cumbersome administrative procedures.
In addition, there needs to be specific policies to reduce the pressure on input costs for production and business. Another important factor is to select cadres who dare to think and dare to do in localities after restructuring and streamlining the apparatus. After all, the success of each policy lies in the implementation process.
