Changes in health insurance cards that millions of users need to note from July 1

The (new) Law on Health Insurance, which took effect on July 1, amends and supplements a number of regulations on health insurance cards. In particular, instead of each person being "only issued one health insurance card" as is currently the case, the new law stipulates that each person is issued a "code".

According to the provisions of the Law on Health Insurance (HI) amended and supplemented in 2024, effective from July 1, the health insurance card with the HI code is the basis for people to enjoy HI benefits.

Health insurance cards are issued in electronic and paper versions and have the same legal value. Each person is only issued one health insurance number.

So instead of the current regulation that each person is "only issued one health insurance card", the new law stipulates that each person is issued one "health insurance code". This health insurance code is integrated into electronic applications (such as VssID, VNeID), chip-embedded CCCD cards...

According to Vietnam Social Security, the VssID, VNeID, or chip-embedded citizen identification cards (CCCD) are electronic methods to replace paper health insurance cards. Electronic cards use biometric technology for authentication, increase safety, limit profiteering, and facilitate health insurance examination and treatment.

Ms. Vu Nu Anh, Deputy Director of the Department of Health Insurance ( Ministry of Health ), said that this agency is developing a Decree detailing and guiding the implementation of the revised Law on Health Insurance (expected to be approved and effective from July 1, 2025), which includes additional provisions on revocation and temporary suspension of the value of electronic health insurance cards.

Accordingly, electronic health insurance cards will be revoked for cards issued to non-health insurance participants; fraudulent acts are detected in the issuance of electronic health insurance cards.

The electronic card will be temporarily locked if someone else's card is used to go to the hospital for health insurance; if there is fraud, forgery, or violation of the law in using the health insurance card.

When detecting the above acts, the health insurance participant or the medical examination and treatment facility shall notify the social insurance agency to request a temporary suspension of the health insurance card.

When revoking or temporarily blocking the use of health insurance cards, social insurance agencies must notify health insurance participants.

The electronic health insurance card whose validity is temporarily locked will be unlocked after the cardholder who lets another person use it is handled according to the provisions of law or is verified to have no fraudulent, forged, or illegal acts.

By the end of 2024, Vietnam will have 95.52 million people participating in health insurance, reaching a coverage rate of 94.2% of the population. Last year, the country had 186.2 million people receiving inpatient and outpatient health insurance treatment, with the proposed payment amount of nearly VND 143,000 billion (an increase of VND 18,685 billion compared to the same period in 2023).
