Solve difficulties and speed up progress of key projects in the energy sector.
The Government Office issued Notice No. 181/TB-VPCP dated April 15, 2025, concluding the conclusion of Deputy Prime Minister Bui Thanh Son at the 4th meeting of the State Steering Committee for important national programs, works and projects, key to the energy sector.
The announcement stated: In the recent past, ministries, branches, provincial People's Committees and corporations have actively implemented the direction of the Prime Minister, Deputy Prime Minister, and Head of the Steering Committee. Many tasks have been completed and handled; the progress of investment and construction of a number of projects, especially key and urgent projects, has achieved remarkable results. However, there are still some difficulties and obstacles in the process of implementing projects due to the untimely development, amendment and supplementation of legal documents; site clearance is still slow and facing prolonged difficulties, ...
To remove obstacles and create conditions to ensure project progress, in the coming time, the Deputy Prime Minister requested ministries, branches, localities, relevant agencies and units, and members of the Steering Committee to focus on thoroughly resolving difficulties and obstacles within their authority, speeding up the progress of projects to ensure energy security and socio-economic development of the country.
Ensuring national energy security in the new era is a particularly important political task.
The Deputy Prime Minister requested ministries, branches and localities to thoroughly grasp the viewpoint that the task of providing enough electricity to serve socio-economic development in the 2025-2030 period, ensuring national energy security in the new era, the era of digital transformation, high-tech development - the era of national development is an especially important political task.
Ministries and branches, according to their assigned functions and tasks, continue to proactively research and propose amendments and supplements to relevant legal documents, creating a legal corridor for investment and construction of projects.
Ministries, branches, and provincial People's Committees shall proactively handle, within their authority, any difficulties or problems arising related to the state management functions of ministries, branches, and localities during the implementation of projects, proactively remove difficulties, and speed up the progress of projects. Report to the Government and the Prime Minister on issues beyond their authority.
In particular, the Deputy Prime Minister assigned the Ministry of Industry and Trade to guide the implementation of the Electricity Law 2024 and the Decrees detailing the implementation of the Electricity Law, effectively, synchronously and consistently to remove bottlenecks in electricity development, ensure project implementation progress, ensure energy security and promote sustainable development of the electricity industry.
The Ministry of Industry and Trade shall preside over and closely coordinate with ministries, branches, agencies and localities to effectively implement the Adjustment of Power Plan VIII after it is approved, promptly and synchronously issue the Implementation Plan for the Adjustment of Power Plan VIII, and thoroughly disseminate this content to each specific locality.
At the same time, the Ministry of Industry and Trade reviews and urgently issues the missing electricity generation price framework according to regulations, suitable and effective for all types of electricity sources, so that investors have a basis for calculation and investment planning according to the direction of the Prime Minister.
Dismantling power projects
The Deputy Prime Minister also gave specific instructions on a number of power source projects, specifically:
Regarding the Nhon Trach 3 and Nhon Trach 4 Thermal Power Plant Projects and synchronous power grid projects to relieve capacity of the plants , the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct the People's Committees of the districts to urgently complete procedures, speed up compensation and site clearance for synchronous power grid projects to relieve capacity of the thermal power plants, hand over the entire site to the Investor in April 2025 for construction implementation, ensuring the ability to relieve capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants when in commercial operation. The locality is fully responsible to the Prime Minister for the delay in implementation due to problems with site clearance.
Regarding the annual electricity output of the Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants, the Ministry of Industry and Trade directed the Vietnam Electricity Group and the Vietnam National Energy and Industry Group to continue to coordinate negotiations, reach agreement, and ensure that Nhon Trach 3 Thermal Power Plant will be put into operation in July 2025 and Nhon Trach 4 Thermal Power Plant will be put into operation in October 2025.
Regarding the Quang Trach 1 and Quang Trach 2 Thermal Power Plant projects, the Deputy Prime Minister assigned the People's Committee of Quang Binh province to direct the People's Committee of Quang Trach district and relevant departments and branches to urgently and completely handle difficulties and obstacles in compensation and site clearance, promptly hand over the entire site to the Investor and contractors/construction units to implement construction, ensuring the grid connection of Unit 1 on September 2, 2025 in accordance with the direction of the Prime Minister.
About the Hoa Binh Hydropower Plant Expansion Project , The Ministries of Agriculture and Environment, Industry and Trade and Vietnam Electricity Group directed units to mobilize human resources and construction equipment to meet the progress of completing the dismantling of the embankment, ensuring absolute safety at the construction site, safety for the existing Hoa Binh Hydropower Plant and minimizing impacts on downstream areas, while ensuring stable and safe power supply for the Power System, not allowing power shortages in any situation, putting Unit 1 of the project into operation in September 2025, Unit 2 into operation in December 2025.
Regarding the Tri An Hydropower Plant Expansion Project , the Dong Nai Provincial People's Committee directed the Vinh Cuu District People's Committee to coordinate with relevant departments and branches to urgently carry out procedures on compensation and resettlement support for implementation, and promptly hand over the factory site and Hieu Liem Bridge to the Investor. Ensure the factory's construction progress in the second quarter of 2025; ensure the completion of the construction of the bridge abutments and piers of the Hieu Liem Bridge before the flood season of 2025.
Vietnam Electricity Group directs units to strengthen coordination with departments, branches and local authorities in the process of resolving difficulties and problems regarding compensation and site clearance; complete and provide full relevant documents when requested. Strive to complete the Project 3 to 6 months earlier than the direction of the Prime Minister in Directive No. 01/CT-TTg dated February 3, 2025.
The Deputy Prime Minister requested the Ministry of Industry and Trade to direct localities to immediately select investors for power source projects in the Power Plan VIII that do not have investors such as LNG Nghi Son, LNG Quynh Lap, LNG Ca Na, ..., to be completed in the second quarter of 2025; speed up investment progress to complete no later than the third quarter of 2028 according to the direction of the Prime Minister in Directive No. 01/CT-TTg dated January 3, 2025.
For power source projects expected to be completed and put into operation in 2026-2030, including projects under construction (such as: Quang Trach I, Long Phu I, Hiep Phuoc phase 1...) and projects that have selected investors and are preparing Feasibility Study Reports (such as: LNG Quang Ninh, LNG Thai Binh, Quang Trach II, Hai Lang phase 1, BOT Son My I, BOT Son My II, Bac Lieu, Long An I, O Mon II, III, IV...), the Ministry of Industry and Trade and the People's Committees of the provinces direct and urge investors to urgently complete procedures to start construction, speed up project progress, commit to specific operation time, strive to complete and put into operation 1-2 years earlier than planned, according to the direction of the Prime Minister in Directive No. 01/CT-TTg dated January 3, 2025.
Dismantling power transmission and supply projects
The Deputy Prime Minister affirmed that power transmission projects play an important role in ensuring regional balance, especially in the North in the 2026-2030 period, especially in implementing urgent solutions on transmission and purchasing electricity from abroad; therefore, it is necessary to focus on ensuring the progress of transmission projects, such as the 500 kV Lao Cai - Vinh Yen and Hai Phong - Thai Binh lines; ...
Regarding the 500 kV Lao Cai - Vinh Yen Line, the Ministries of Industry and Trade, National Defense, Finance, Agriculture and Environment and the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces continue to mobilize the entire political system to participate, resolutely direct the implementation of site clearance and support the Investor during the construction process, ensuring the completion of the Project before September 2, 2025 in accordance with the direction of the Prime Minister.
Regarding the Project of supplying electricity from the national grid to Con Dao district , Ba Ria - Vung Tau province, the People's Committee of Soc Trang province directed the People's Committee of Vinh Chau town to urgently complete procedures for compensation and site clearance, hand over all foundation locations before April 20, 2025 to organize construction.
The People's Committees of Ba Ria - Vung Tau Province and Soc Trang Province strengthen propaganda and mobilization activities to get people to support and agree to hand over the site and create favorable conditions for the construction process. At the same time, regularly monitor and closely follow the construction work at the site to proactively and promptly handle any problems arising during the implementation process. Ensure the completion of the Project before September 2, 2025.
Dismantling gas-power project chains
Regarding the Block B - O Mon Gas - Power Project Chain , the Deputy Prime Minister requested the Ministry of Finance to direct the Vietnam National Energy Industry Group and the Vietnam Electricity Group to urgently complete negotiations and sign PPAs and GSAs for O Mon I, II, III and IV Thermal Power Plants, ensuring the schedule for the first gas supply in 2026.
Regarding the Blue Whale gas-power project chain, the Deputy Prime Minister requested Ministries, sectors, Quang Nam Provincial People's Committee and Vietnam National Energy and Industry Group proactively and actively coordinate to completely resolve long-standing problems of the Project Chain related to the gas pipeline passing through Chu Lai International Airport and upgrading Ky Ha port to serve condensate export, reporting the results to the Prime Minister in May 2025.
Vietnam National Energy and Industry Group proactively and actively works with partners to commit to implementing the Blue Whale Field Development Project in accordance with the provisions of law and the signed Petroleum Contract, to implement power plant projects according to the plan.
