The Minister of Science and Technology has just issued Circular No. 18/2023/TT-BKHCN amending and supplementing a number of articles of the Ta Quang Buu Award Regulations, issued together with Circular No. 01/2015/TT-BKHCN dated January 12, 2015 of the Minister of Science and Technology .
Circular No. 18/2023/TT-BKHCN has amended and supplemented the purpose and meaning of the Ta Quang Buu Award. Accordingly, the Ta Quang Buu Award (Award) is an Award of the Ministry of Science and Technology, held every 3 years, instead of annually as before, to encourage and honor scientists with outstanding basic research results, contributing to promoting the integration and development of Vietnam's science and technology.

The Circular supplements the criteria for scientists to be considered for the Award. Accordingly, scientists to be considered for the Award must be nominated by organizations or individuals and submit a proposal for the Award according to the provisions of Article 8 of this Regulation.
Scientists must have basic research results that meet the following standards: Conducted in Vietnam; published in international scientific journals for at least one year and no more than 7 years from the date of closing of application for the Award. Scientists are allowed to register and keep the results of scientific and technological tasks according to the provisions of law in cases where the results of scientific and technological tasks use or receive financial support from the state budget.
Along with that, the scientist must have the most important contribution to the basic research results stated in Clause 2 of this Article; not violating the provisions of Article 8 of the Law on Science and Technology. The Circular clearly states: The scientist who wins the Award will receive a Certificate of Award, bonus; be invited to attend the Award Ceremony and enjoy other benefits related to the Award.
To be considered for the Award, organizations and individuals nominating scientists must submit a dossier to the Ministry of Science and Technology, including: Proposal for consideration for the Ta Quang Buu Award (Form TQB01 specified in the Appendix issued with this Circular); copies of 1 to 3 international scientific articles that meet the requirements in Clause 2, Article 7 of this Regulation. At the same time, the dossier must include a Letter of Introduction of the scientist nominated for the Ta Quang Buu Award (Form TQB02 specified in the Appendix issued with this Circular) and other relevant documents, if any; Letter of Introduction of an international scientist with the same expertise as the research in the dossier for consideration for the Award (if any).
This Circular takes effect from October 1, 2023. The Ta Quang Buu Award under the Ministry of Science and Technology aims to encourage and honor scientists with outstanding achievements in basic research in the fields of natural sciences and engineering.
