The number of exam sessions and subjects will be reduced, points will no longer be awarded for vocational certificates, and IELTS 4.0 will no longer be considered... these are some of the new points in the regulations for the high school graduation exam from 2025.


The Ministry of Education and Training (MOET) has just issued regulations for the high school graduation exam. Compared to previous regulations, the high school graduation exam regulations from 2025 onwards have six notable new points.

Firstly , the exam is organized into three sessions: one session for Literature, one for Mathematics, and one for an elective subject. Candidates will be arranged according to their chosen elective subject combination to optimize exam rooms and scores.

Compared to previous years, the 2025 high school graduation exam will have one less exam session and two fewer subjects, helping to reduce pressure and social costs while still ensuring the quality of the exam.

Secondly , a combination of coursework assessment scores (transcript) and exam results will be used in the graduation recognition process, with a 50-50 weighting. The average transcript score for each year will be calculated using a weighting system.

According to the Ministry of Education and Training, increasing the proportion of continuous assessment scores from 30% to 50% helps to more accurately assess students' abilities according to the 2018 general education program (including many other abilities that the graduation exam does not fully assess).

In addition, grades from grades 10 and 11 are now also used (with a smaller weighting than grade 12 grades) instead of just grade 12 grades as before; this change is intended to promote teaching and learning right from the moment students enter high school.

Thirdly , foreign language certificates will continue to be used for exemption from exams in graduation recognition, but they will no longer be converted to a score of 10 as before; the graduation score calculation formula will not include foreign language points in this case.

"This method continues to encourage foreign language learning but aims for greater fairness in graduation assessment. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, the same as students who achieved an IELTS 8.5," the Ministry of Education and Training emphasized.

Fourth, regarding bonus points, the Ministry has removed the bonus points for vocational certificates for all candidates; and removed the bonus points for computer skills certificates, foreign language certificates, and vocational secondary diplomas for candidates in continuing education. This aligns with the 2018 general education program and creates equality, as students graduating from both formal and continuing education systems receive the same type of diploma.

Fifth, the Ministry of Education and Training allows foreign students to use their Vietnamese language certificates to be exempt from the Literature exam in the high school graduation recognition process.

This content aims to facilitate the graduation recognition process for foreigners studying general education programs in Vietnam, while still ensuring a basic understanding of Vietnamese language and literature through classroom learning and examinations to obtain Vietnamese language certificates.

On Friday, for the first time, the high school graduation exam included an additional method of transporting exam papers from the exam paper drafting committee's location to the printing and copying points in all 63 provinces and cities via an encrypted and secure transmission system provided by the Government Cipher Committee.

This is a significant step forward in applying technology to key stages of the exam organization process. The new method helps to deliver original exam papers quickly and promptly, reducing the time and personnel required for transportation; it is also an early, proactive, and crucial step in the transition from paper-based to computer-based exams.

The 2025 high school graduation exam is scheduled to take place on June 26-27. Candidates will only take four subjects: two compulsory subjects (Literature and Mathematics) and two elective subjects (from the remaining subjects studied in grade 12, including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Informatics, and Technology). This is the first time that Informatics and Technology (Industrial and Agricultural) have been included as graduation exam subjects.

The Literature exam will be in essay format with a time limit of 120 minutes. The remaining subjects will be in multiple-choice format, with Mathematics having a time limit of 90 minutes and the other subjects having a time limit of 50 minutes.
